The Integrated Clinical Community and Program Coordinator (ICC/PC) serves as a staff Health System Specialist (HSS) for Integrated Clinical Community Leads and Program Officials (PO) within the VISN 6 Health Care Systems. This position is located in the catchment area of VISN 6 (within 50 miles of one of the seven VISN 6 VA facilities). Pay will be determined based on the employees location. This position is suitable for telework.

Duties

Duties of the Health System Specialist (Service Line and Program Coordinator) include but are not limited to: Staff Health System Specialist (HSS) for Specialty Care Integrated Clinical Community Lead and Program Officials (PO). Operational coordinator and key advisor to Senior Managers for VISN-wide Integrated Clinical Communities. Applying solid health care administration skills, innovation and data driven decision making in planning, designing, integrating, implementing, modifying, and facilitating clinical operations. Resolve conflicts and maintain compatibility of interpretation, judgment logic, or policy application. Conducting management surveys, audits, special projects, site visits, etc. and providing expert advisory and consultative services to operating or management officials. Conducting analyses of all aspects of current or projected health care programs throughout the VISN for effectiveness. Developing long-range ICC program plans, goals, objectives, and milestones. Identifying and developing ways to resolve programs or cope with issues which directly affect the accomplishment of principal ICC program goals and objectives. Providing input to and developing proposals as well being involved in decisions that have major impacts on Medical Center, Network and/or National matters. Investigates and analyzes potential or realized adverse clinical operations, trends or conditions and initiates/recommends corrective action and follow-through. Keeps track of approved budget and submits required reports for any assigned ICC/PO fund control points. Formulates ICC/ PO budget requests for coming fiscal year and ensure budget is executed in accordance with applicable laws, regulations and policies. Anticipating and meeting customer expectations. Following up to ensure satisfaction and improve service quality. Maintaining active involvement in a variety of committees, task forces, and work groups related to health care services planning and deliver. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Grade Requirements: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of change management concepts to help departments operate successfully in a personalized, proactive, patient-driven health care environment; extensive knowledge of the general principles of health care management, systems and methods of organization and administration; experience and a high degree of interpersonal relations to promote collaboration and cooperation amongst clinical management across the Network, experience analyzing problems and present both written and oral recommendations, knowledge of external accrediting and regulatory bodies affecting health care operations; experience in the utilization (including data and report retrieval and setting up of customized reports) of a wide variety of web-based data sources, e.g., VSSC, Pyramid, SAIL, VERA, etc. GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of change management concepts to help departments operate successfully in a personalized, proactive, patient-driven health care environment; extensive knowledge of the general principles of health care management, systems and methods of organization and administration; experience and a high degree of interpersonal relations to promote collaboration and cooperation amongst clinical management across the Network, experience analyzing problems and present both written and oral recommendations, knowledge of external accrediting and regulatory bodies affecting health care operations; knowledge of administrative operations and related Policies and Directives that impact health care delivery systems; experience making decision(s) or recommendations relating to the development, application and implementation of policies and programs; experience in the utilization (including data and report retrieval and setting up of customized reports) of a wide variety of web-based data sources, e.g., VSSC, Pyramid, SAIL, VERA, etc. You will be rated on the following Competencies for this position: Analytical ThinkingInterpersonal EffectivenessOrganizational Performance AnalysisProject ManagementTechnical Credibility Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Physical Requirements: The work requires some physical exertion, such as periods of standing, some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. Incumbent' s vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard.
