Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023.
As an IG ACQUISITION PROGRAM MANAGER at the GS-0301-14 some of your typical work assignments may include:
Serves as the technical advisor and subject matter expert on the oversight of assessments and analysis of acquisition matters relating to DTRA Inspector General activities (includes the functional areas of contracting, financial management and program management).
Advises the DTRA Inspector General on potential fraud, waste, abuse and other serious problems, including any perceived control deficiencies within acquisition areas under review.
Provides advice and assistance on the development and execution of IG inspection plans for acquisition inspections as well as identifying the root causes of acquisition issues and potential corrective actions that provide realistic solutions (includes the functional areas of contracting, financial management and program management).
Conducts investigations to include: setting agency policy, reviewing all investigations, and conducting investigations of individuals up to and including GS-15 or O-6 employees, and investigations into Senior Official Matters, as directed.
Ensures investigations are completed in accordance with Quality Standards for Investigations as listed by the Council of Inspectors General on Integrity and Efficiency (CIGIE).
Applies thorough knowledge of systemic inspection techniques, methodology, and analytical abilities to determine the inspection concept to be used.
Develops plans, conducts pre-planning and analysis, conducts and ensures accomplishment of the on-site inspection or SAVs, and reviews inspection or SAV findings.

- Incumbent is required to submit an OGE 450 upon entering the position and annually, in accordance with DOD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.
- Must sustain DAWAI Level III qualification Must successfully complete the Department of Defense Joint Inspector General Course within 120-days of selection.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Experience researching, interpreting, analyzing, collecting, and abstracting information to determine an appropriate course of action, prepare reports and/or perform management studies.
Experience analyzing acquisition reports, program assessment reports and reports of investigation to ensure technical sufficiency, compliance with established policies, total quality, readability, and develop new approaches based on identified weaknesses.
Experience overseeing and managing the Inspector General Acquisition Program to include: developing program goals and requirements, establishing policy and workload, reviewing investigations, and conducting investigations.
Experience conducting investigations with the ability to exercise tact, initiative, ingenuity, resourcefulness, and judgment in collecting and analyzing facts, evidence, and other pertinent data.
Experience providing guidance and direction to agency acquisition program managers with respect to oversight interaction.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
