This position is located in the Department of Homeland Security (DHS), Department of Homeland Security (DHS), Office of the Chief Financial (OCFO), Division of Program Analysis and Evaluation (PA&E). The primary purpose of this position is to serve as a senior economist that plans, coordinates, and directs the full range of economic analyses required to evaluate and shape DHS programs, policies, regulations, and organizations in support of the Department.

Duties

As a Economist, GS-0110-14, your typical work assignments may include: Provides technical leadership on highly complex, unprecedented problems and problems of critical importance and handles assignments that involve a broad and general responsibility for evaluating the effectiveness of programs objectives. Reviews, analyzes, and assess relevant programs, reports and studies prepared within and outside the DHS. Provide, guidance, advice, counsel, and support to peers and management on the role and use of economic policy analyses in decision-making. Develops independent government cost estimates (IGCEs) and may participate in negotiations to assist contracting offers in establishing contract terms favorable to the government. Assess the economic impacts of proposed and implemented actions and provide economic policy recommendations All DHS-HQ announcements have a 5 business day open period due to the number of applications received. Qualifications

Basic Requirements A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. To qualify for the GS-14 grade level, candidates must possess one year of specialized experience equivalent to the GS-13 grade level or non-federal experience. Specialized experience is demonstrated experience: (1) Serves as a senior Economist at a Federal or corporate headquarters level; (2) Plans and coordinates a full range of economic analysis to evaluate and shape Federal or corporate policies, and program initiatives; (3) Manages analytical teams and provides leadership and policy guidance on economics as a project team member; (4) Works on research contracts and on economic research in support of Federal or corporate missions and objectives. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
