Duties

The primary purpose of the Security Cooperation Analyst position is to as the Theater Security Cooperation Specialist for the Office of Defense Cooperation (ODC) Canada in support of the United States Northern Command (USNORTHCOM) security cooperation interests and Foreign Military Sales (FMS) in Canada. Supports the Chief, Office of Defense Cooperation - Canada, in their role as the interface for coordinating Theater Security Cooperation activities in the USNORTHCOM Area of Responsibility (AOR) Serves as the FMS Officer responsible for coordinating, planning, and executing FMS programs Advises the Canadian Department of National Defense (DND) and the Royal Canadian Air Force (RCAF) on defense procurement plans and projects (specifically Air, Space, and Cyber functions) in support of U.S. interests

  • Pre-Employment Requirement: Employee must obtain and maintain an Official Diplomatic Passport and VISA as a condition of employment
  • Employee routinely exercises heightened safety precautions to and from work due to frequent occurring marches and demonstrations on nearby city streets due to the proximity of the Parliament Hill and Prime Minister’s offices
  • May require travel away from the normal duty station on military or commercial aircraft IAW w/ Joint Travel Regulations in performance of temporary duty (TDY), including the artic environments. Take precaution if there's history of frostbite.
  • Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties

Qualifications

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position IAW DoDI 3020-42, the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). There may be occasional TDY requirements to artic environments. Individuals with a history of severe frostbite will need to take additional precautions A country physical/medical examination is required. Must meet requirements specified on SF 78, Certificate of Medical Examination for position at overseas locations - the incumbent should meet (at a minimum) the DoD Foreign Clearance Guide medical requirement; and any requirements established by location leadership. This is due to the limited availability of medical facilities at the unit location. In the overseas area, access for civilian employees and their families to military medical/dental treatment facilities may not be available. Medical care may be provided by host nation providers. The availability, expense/payment requirements, and level of care at host nation medical facilities will vary by location. May require a change in your health benefits plan to ensure coverage. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. This is a Key Security Cooperation position due to the essential nature of the position's duties and responsibilities, which require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs and activities. Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AoC) and Level are to be determined by the supervisor. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Management Position, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge and understanding of the current missions, capabilities, organization, and goals of ODC Canada, NORAD, USNORTHCOM, the implementing agencies/military services, their subordinate program offices, and other governmental organizations involved in Arctic Security Cooperation; expert knowledge of analytical and evaluation methods to assess NORAD Modernization progress toward meeting security cooperation and FMS goals; acute knowledge of the military equipment and training needs of the Canadian government, with a focus on the sensitive nature of the A-OTHR and other aspects of NORAD Modernization FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Canadian Government and military structures and organizations with regard to security cooperation, foreign military sales, international professional military education, and military training; ability to effectively build relationships and foster a team environment Knowledge of the current missions, capabilities, organization, and goals of governmental organizations involved in Arctic Security Cooperation Programs (e.g. NORAD and USNORTHCOM)t o ensure U.S. interests are coordinated and represented Ability to gather, assemble, and analyze facts to draw conclusions, conduct analysis, devise recommendations, defend ideas, and package the entire process into briefings, papers, or reports suitable for Embassy leadership use in decision making Knowledge of the DOD Foreign Clearance Guide and Security Cooperation Policies and Procedures for application in intergovernmental organization mission planning, functions in support of national security, and strategic long-range security cooperation efforts with partner nations and allies such as Canada Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of case developments; knowledge of safety and security regulations, practices, and procedures Ability to read, write, and communicate professionally and effectively across the civilian and military spectrum; knowledge of the structure, organization, and business practices of U.S. Embassies
