This position is located in the U.S. Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Business Operations.
The incumbent serves as an advisor and assists on matters related to budget, policies and procedures for the Foreign Agricultural Service (FAS).
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Serves as the advisor on critical programs, projects, and initiatives within Business Operations.
Develops detailed plans, task, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the lifecycle of the programs/projects.
Consolidates statistical data and narrative information to perform analyses, consolidate results, identify areas for improvement and recommend viable solutions.
Develops formal written reports and oral briefings to higher level officials both within and outside the organization involving program status and/or technical issues requiring resolution.
Helps resolve conflicts and controversies; and initiates necessary action to assure understanding and acceptance of the Business Operations budget, policies and objectives.
Establishes and maintains effective working relationships within FAS, USDA and other Federal agencies, state and local governments, agribusiness representatives, and private and nonprofit institutions.
Provides advice and support for the management of budget, financial management, and acquisition
Advises the Senior Advisor, the Chief Operating Officer, and Agency's senior leadership of findings, identifies problems or issues requiring corrective action, and recommends appropriate changes.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 GRADE LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates experience:
Advising and assisting the Senior Advisor and Chief Operating Officer (COO) on matters related to the consulting, coordination, development, administration, and implementation of programs, policies, and procedures;
Creating and analyzing metrics pertaining to financial management, budget and contracts;
Expert ability to effectively plan, implement, and coordinate initiatives and to integrate the results of analyses into overall directive and policy recommendations for presentation to top officials; and
Provide advice, make recommendations or decisions, and interpret, implement, or modify important policies or programs.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
