This announcement is for positions located in the International Food Assistance Division (IFAD) and the Office of the Deputy Administrator (ODA). These positions provide expertise in financial management, grants/contracts management, including planning for yearly funding opportunities, managing Inter Agency Agreements, finalizing agreement closeouts, and leading compliance reviews.
Duties
Performs various financial management activities including developing specialized reports, providing synopsis of recurring reports, advising supervisor of trends, developing, and disseminating consolidated summary reports.
Participates in the planning, implementation and coordination of long-range program objectives, systems and policies.
Formulates and recommends to the supervisor policies and programs within the general framework of standard operating procedures established by the Division for one or more programs.
Assists in the design and management of internal information systems and methods for producing documents and reports for analysis or distribution.
Prepares statements for presenting, explaining and documenting program information including statistical and written summaries of findings and conclusions for project close outs purposes.
Responds to requests from the public, Congress, GAO, OIG, the press and trade organizations concerning USDA's international food assistance programs.
Provides advice and consults on matters pertaining to the administration of these programs. Makes recommendations for changing program implementing procedures, regulations, and guidance to participants.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of programs grant operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations).
Conducting studies, analyze findings and make recommendations on substantive operating programs.
Experience in analyzing, investigating, and resolving complex, unique, and sensitive international problems and issues., to recommend guidance and policy.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Knowledge of theories and practices of International program management to implement, coordinate, and evaluate agricultural development grant programs and technical assistance programs.
Interpret and apply federal laws, regulations, policies and procedures of agency programs and rulemaking operations to guide and assure implementing entities are complying with agency requirements.
Experience in analyzing, investigating, and resolving complex, unique, and sensitive international problems and issues, to recommend guidance and policy.
Proficient with computer, software tools, and financial management systems such as Financial Management Modernization Initiative (FMMI), Web-Based Supply Chain Management (WBSCM)(Web-based ordering and procurement system) or QuickBooks.
NOTE: Grants Management Certification and/or training in Grants Management is highly recommended.
Note: There is no education substitution for this grade level.
