The primary purpose of this position is to serve in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.
Duties
Manages, analyzes, develops specifications, reviews, validates, consolidates, purchases and installs point of use (POU) applications.
Performs developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist.
Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity.
Participates in special initiatives, studies, and projects.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a Maintenance Workforce Development Program (MWDP) Position. This position is a developmental (GS-05 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-05. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected

GS-05 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes performing developmental and recurring work assignments; assisting with preparing a variety of documents and participating in conducting studies, programs and projects. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes locating and selecting the most appropriate guidelines and procedures for application and making minor deviations to adapt the guidelines to specific cases; Analyzing routine problems that are encountered and resolving them; Drafting or preparing a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes determining the practices and procedures to use in accomplishing conventional tasks, and interprets and adapts guidelines in order to resolve procedural or factual issues; Recommending solutions or a course of action for problems not covered by instructions, policies, or accepted practices of the occupation; Assisting in planning and conducting studies. EDUCATION: Successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.

GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes determining the practices and procedures to use in accomplishing conventional tasks, and interprets and adapts guidelines in order to resolve procedural or factual issues; Recommending solutions or a course of action for problems not covered by instructions, policies, or accepted practices of the occupation; Assisting in planning and conducting studies. Establishing, revising, reviewing policies, procedures, and existing guidance in order to effectively provide recommendations for problems that arise.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level; One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.; One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles, concepts, and practices of adminstrative processes.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in administrative positions.
3. Skill in communicating factual and procedural information clearly, orally and in writing.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
