About the Position: This is a Procurement Analyst position with Galveston Contracting Division, Business Oversight Branch, located in Galveston Texas.
An alternate duty location within the Continental U.S. (CONUS) may be negotiated. Applicants who are selected for Galveston as the primary duty stations may be eligible for regular/recurring telework. If an alternate duty station is negotiated, the position will be considered virtual. See "Qualifications" section for more details.
Duties
Interpret higher-level contracting policy and directives and provides guidance and assistance to the agency.
Implement and recommend the development of overall agency policy and regulations governing the contracting activities of the agency.
Relate policies and procedural guidance from higher echelons to specific missions assigned to the agency and take appropriate action.
Review and recommend revisions to policy and regulations containing contracting related matters.
Lead process improvement teams to ensure the most efficient processes and procedures are established that foster streamlining and maximum flexibility.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
- This is an Army Acquisition, Technology, and Logistics (AT and L) Workforce position.
- Requires a Contracting Foundational Certification at entry.
- If selected duty station is not within local commuting to the Galveston District a remote work agreement must be signed with the expectation of at least 4 TDY visits to the Galveston District office yearly.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for 1102 Contracting Series: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the GS-11 grade level or equivalent which includes 1.) Utilizing multiple contracting strategies to carry out pre and post award procurement actions, AND 2.) Conducting negotiations for acquisition plans and contracts, AND 3.) Gathering and evaluating price or cost data for a variety of pre-award and/or post-award procurement actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or equivalent.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
DUTY LOCATION INFORMATION: The preferred duty location is Galveston, Texas. An alternate duty location within the Continental U.S. (CONUS) may be negotiated for applicants outside of the Galveston, Texas area. Applicants who are selected for Galveston as the primary duty stations may be eligible for regular/recurring telework with the expectation to report to the organization's official worksite at least two days per pay period. If an alternate duty station is negotiated, the position will be considered virtual. This position would be considered remote and be required to sign a remote agreement with the expectation of at least 4 TDY visits to the Galveston District office yearly. Salary posted is a range for the standard duty station localities and will be adjusted to the locality of selectee's physical duty location.
