This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief for Enterprise Applications (OCEA), Technology Operations (TechOps) Division. Incumbent supports the ongoing operation and administration of cloud hosted solutions that are utilized across the Presidential IT Community (PITC), ensuring that supported products are maintained to be responsive to stakeholder requirements, and configured in an efficient, secure manner.
Duties
As an IT Specialist (APPSW), GS-2210-13/14, your typical work assignments may include the following:
1. Administration of cloud hosted solutions, primarily Software-as-a-Service, on a day-to-day basis.
2. Performs maintenance tasks on supported platforms, such as configuration, user management, license management, reporting, security controls, and data management.
3. Provides technical project management of cloud implementation or enhancement initiatives, which requires planning and coordinating complex projects involving the study and understanding of technical and administrative work processes within the EOP.
4. Implements industry standard project management practices, tools, and techniques to manage and control projects throughout their project life cycle and influence change in OCEA.
5. Creates and ownership of project plans, charters, status reports, risk/issue identification, budget/staffing needs, and other documentation.
6. Maintains supported platforms including software updates and upgrades, in coordination with the platform vendor(s), integrator(s), product owners, and other stakeholders as required.
7. Serves as the tier 2 or tier 3 point of escalation from service desk for issues related to supported platforms.
8. Serves as a Contracting Officer's Representative (COR) on one or more contracts and providing technical direction to industry partners.

- The agency requires 30 days on site before being eligible to participate in the telework program.
- Must be able to obtain and maintain the Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR), level 1, within 3 months of employment.
- Must be able to obtain and maintain the CompTIA Security+ CE certification, or a PITC- approved alternative certification determined to meet DoD Directive
8140 within 6 months of employment.
Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for IT Specialist (APPSW), 2210.
1. Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive IT services or IT products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services.
3. Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-13 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-Administering and configuring of cloud-based applications of any hosting model, including Software-as-a-Service (SaaS) or Platform-as-a-Service (PaaS). 2-Maintaining cloud-based solutions including executing access control configuration/user management, authentication/single sign-on, license management, workflow management, report creation and maintenance, platform upgrades, data management (including import/export functions), developing or supporting integrations with 3rd party systems, and/or automation configuration tasks. 3-Performing technical project management of cloud-based solutions such as cost/resource planning and technical implementation planning.
You may qualify at the GS-14 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-Provisioning, administering and configuring of cloud-based applications of any hosting model, including Software-as-a-Service (SaaS) or Platform-as-a-Service (PaaS). 2-Maintaining cloud-based solutions including leading or executing access control configuration/user management, authentication/single sign-on, license management, workflow management, report creation and maintenance, platform upgrades, data management (including import/export functions), developing or supporting integrations with 3rd party systems, and/or automation configuration tasks. 3-Leading technical project management of cloud-based solutions such as requirements analysis, functional design, cost/resource planning, and technical implementation planning.
