The Cincinnati, OH VA Medical Center is looking to fill an Administrative Officer (AO) position located in the Eye and Vision Center. The Incumbent will assist the Group Practice Manager (GPM) and Chiefs of Optometry and Ophthalmology to develop mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, customer/patient satisfaction, staff satisfaction, productivity, and effectiveness of the Eye Department.

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. The AO for the Eye Center will have responsibility for the daily administrative and managerial activities taking place within the service and is accountable for consistency and managerial administrative operations in support of standards of delivery of patient care. This AO must possess and demonstrate management aptitudes, such as principles of organizational dynamics including such aspects as structure, process, and employee behavior in health care systems; management by objectives delegation, and follow-up procedure. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the Federal service. Specialized experience is defined as experience which equipped you with the knowledge, skills, and abilities required to perform successfully the duties of the Administrative Officer, and that is typically in or related to the work of the position. Examples of specialized experience would include, but are not limited to: Coordinate administrative matters that cross organizational lines, and ensures open communication while addressing a number of issues for which the incumbent has specific administrative oversight responsibility; providing recommendations for personnel management; monitoring and analyzing data from multiple systems; experience managing resources/programs (beyond the clerical level); utilizes regulations working with budgets, fiscal, and contracts; initiates, monitors, & completes contracting requirements following all regulations. Preparing budget or cost estimates for projects or activities; Presenting budget estimates or requests to higher management; Serving as a primary point of contact for program or service; Maintaining a working knowledge of relevant laws, regulations, policies, standards, or procedures; Interpreting and analyzing data or other information; Maintaining computerized databases or information tracking systems; Coordinating program activities; Communicating organizational strategies and goals; Collecting, compiling, and organizing information; and Using computer systems or applications to access, create, edit, or retrieve data Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some light physical effort may be required.
