The Chief, Ambulatory Care and Processing operates under extensive delegated authority and is responsible and accountable to the Chief, Patient Business Services (PBS) located at the Cincinnati, OH VA Medical Center.
Duties
The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.
Major Duties:
The incumbent collaborates with all members of an expanded health care system and with Service Officers to serve as a liaison for access to information and services for Veterans.
Responsible for ensuring that PBS personnel receive and interview the Veteran or beneficiary, secure an application for medical care and ensure that the individual is examined by healthcare personnel ; and that after a medical determination is made regarding the care required, a determination is made regarding eligibility and entitlement of the Veteran to receive care based upon a highly complex array of factors that determine whether care can be provided legally on an inpatient or outpatient basis.
Ensures that determinations are made as to whether care is required based on workman's compensation, third party injury, or humanitarian consideration; and whether billing procedures for services must be initiated.
The incumbent takes an active role in developing and training staff to be well informed of eligibility requirements, customer service activities, delivery of care services, resolution of problems, and devising a constructive approach to the solution of problems in a section encompassing more than 50 FTE.
Develops and adapts standards, techniques, and procedures to meet local needs, with recognition of the interrelationship of various services of the Medical Center and the need for close integration of the work of PBS with that of other services.
The incumbent shares substantial responsibilities resulting from the unique geographical layout of this extremely large Medical Center that contains physically separate and large patient populations at each extended care level-nursing home care units, intermediate medicine, domiciliary, and the same day surgery unit.
The incumbent provides technical and administrative supervision to the Call Center, Outpatient Specialty Clinics, Urgent Care, and the MAAs to include over 50 staff through subordinate supervisors. The incumbent establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. The incumbent hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs.
Work Schedule: Monday - Friday 8am - 4:30pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience for GS-13: To meet the qualifications for this GS 13 position you must possess one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as experience which equipped you with the knowledge, skills, and abilities required to perform successfully the duties of the Administrative Officer, and that is typically in or related to the work of the position. Examples of specialized experience include: Coordinate administrative matters that cross organizational lines, and ensures open communication while addressing a number of issues for which the incumbent has specific administrative oversight responsibility; providing recommendations for personnel management; monitoring and analyzing data from multiple systems; experience managing resources/programs (beyond the clerical level); utilizes regulations working with budgets, fiscal, and contracts; initiates, monitors, & completes contracting requirements following all regulations. Preparing budget or cost estimates for projects or activities; Presenting budget estimates or requests to higher management; Serving as a primary point of contact for program or service; Maintaining a working knowledge of relevant laws, regulations, policies, standards, or procedures; Interpreting and analyzing data or other information; Maintaining computerized databases or information tracking systems; Coordinating program activities; Communicating organizational strategies and goals; Collecting, compiling, and organizing information; and Using computer systems or applications to access, create, edit, or retrieve data. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
