You will serve as a Deputy Division Head assisting in the management of Division workload, and the oversight of engineering, planning and logistics, mechanical, and electrical/electronics repair in the Undersea and Combat Systems Depot Division of Naval Undersea Warfare Center, Division Keyport, WA (NAVUNSEAWARCENDIV KEYPORT WA).
Duties
You will supervise and manage government Project Managers, Branch Heads, and ancillary staff Personnel; and contract for, manage and evaluate contractor performance.
You will assist the Division Head as the competency manager and develop, implement, and manage professional growth programs that improve project and resource management skills for those assigned to the Division.
You will develop and execute plans for increasing business in non-traditional work areas balancing strategic growth directions with existing customer base.
You will develop and manage workforce shaping strategies considering existing and future work profiles, customers, and requirements ensuring sufficient technical support for internally and externally assigned work.
You will develop and sustain positive relationships with senior management, labor relations organizations, and the workforce.
You will serve as the Division's focal point for financial management and develop, track, and use metrics that show the financial health of the Division, project teams, and branches, and mentor Project Managers and Branch Heads in these areas.
You will support positive business performance while considering lifecycle support and improvements in divisional test equipment, procedures, the engineering corps, etc.
You will plan for future work and focus on maximizing operational availability and reliability, minimizing cost, and addressing facility or other capital investment projects.
You will lead the use of command and customer driven Quality Management Systems ensuring procedural compliance, and focused continuous improvement efforts, and heading the Division's corrective action team meetings.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing programs to improve project, resource and budget management in support of future growth, existing workloads and capital investments. Examples of Qualifying Experience may include demonstrated knowledge of depot level repair operations, regulations, and laws, as well as electronics, electro-mechanical and mechanical repair and refurbishment operations, production engineering, quality functional development, maintenance engineering process, and production processes; supervising and managing production and projects through effective financial and resource management; managing work to ensure individual and team tasks are completed timely, at or below planned cost, and with the quality required; demonstrated knowledge of federal acquisition, contracting, and financial statutes, regulations, and requirements; performing financial management planning and execution; identifying problem areas, determining appropriate improvements, and managing the completion of those improvements.
