THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FORCE INTEGRATION AND READINESS OFFICER (TITLE 32), Position Description Number D2222000 and is part of the IL DCSOPS, National Guard.

Duties

As a FORCE INTEGRATION AND READINESS OFFICER (TITLE 32), GS-0301-11, you will serve as a primary staff member in the G3/5/7 with responsibility for force integration and readiness issues. Major Duties - This is NOT an all-inclusive list: Advise management officials to adopt recommended proposals resulting in substantial changes in programs or procedures. Integrate new doctrine and force structure in the most effective manner possible, while maintaining acceptable readiness levels. Identify and recommend priorities for integration of new doctrine and equipment into the existing multi-echelon, combined arms, and state training program. Plan, organize, coordinate, implement, evaluate and provide technical guidance to units and major commands in the state. Determine the capability of a community to support a unit based on compatibility, training areas available, physical facilities, size, etc. Conduct detailed and comprehensive studies which require new or substantially modified work methods, procedures, and systems such as the feasibility of organization/reorganization, discontinuation, activation/deactivation, and location/relocation of units in the state's force structure. Develop and recommend plans, procedures and policies pertaining to programs such as military personnel development, equipment availability, unit assignments and utilization to improve readiness, maintenance and training. Provide general direction on force integration actions through publication of the state long range Force Integration Plans which include evaluation of each planned action in terms of structure, personnel, equipment resources, training plans and facilities. Develop the state long range Force Integration Plan. Coordinate the development and update of Table of Distribution and Allowance (TDAs) and Modified Table of Organization and Equipment (MTOE). Analyze new authorization documents, identify conflicts, substantive changes and doctrinal issues, and recommend courses of action. Establish long term and near-term milestones for force integration actions and ensure integration into the state training calendar.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Minimum rank requirement 2LT, may not exceed rank of CPT. GENERAL EXPERIENCE: MUST - possess experience, education, or training which provided a general knowledge of principles of organization, management, and administration; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-11 Level, MUST - possess specialized experience, education or training, which must have at least 36 months experience, in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

If you are using Education to qualify for this position, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

If you are using Education to qualify for this position, completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
