You will serve as a Procurement Analyst in the Contracting Department, Business Compliance Division, of NAVSUP FLEET LOGISTICS CENTER JACKSONVILLE.

Duties
You will be responsible for all matters related to contract execution, including transaction quality assurance, process management, knowledge tools, and subject matter training.
You will manage the generation, analysis, and reporting of all departmental performance statistics to Department of Defense (DOD), Department of the Navy (DON), and Naval Supply Systems Command (NAVSUP) utilizing automated procedures.
You will perform contract review board reviews on all phases of acquisition, planning, solicitation, evaluation, award, and modifications.
You will initiate, develop, and recommend contracting policies and procedures for the guidance and control of subordinate contracting activities.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting reviews of contracts or contract changes within predetermined categories based on dollar value, method of acquisition, and other factors; 2) Evaluating proposals and quotes against evaluation criteria and requesting technical and pricing support as needed to identify offers that are acceptable or can be made acceptable; 3) Issuing a written solicitation consistent with the requirements documents, acquisition plan, and source selection plan, including appropriate provisions or clauses to the requirement; 4) Utilizing data analysis methods and analytical skills to evaluate audit reports, regulations, and other relevant material to develop and implement departmental guides or procedures; and 5) Providing technical advice and guidance on complex contracting matters.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
