You will serve as a Procurement Analyst within NAVSUP FLEET LOGISTICS CENTER JACKSONVILLE.

Duties

You will be responsible for planning, managing, developing, and administering the Small Business Program for assigned contracting offices and locations. You will coordinate with the Small Business Association, contracting department, and command leadership to develop and execute outreach programs with small businesses. You will provide advice, assistance, and recommendations to customers, NAVSUP acquisition managers, Federal contracting staff, and senior leaders regarding complex contracting and procurement issues. You will provide training and outreach to small businesses and other relevant organizations such as Chambers of Commerce, business and professional clubs, trade associations, and organizations for disabled individuals. You will communicate policy changes and direction from higher authority to ensure compliance and adjust local policies and procedures as needed.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is considered “Key” and as such may require incumbent to be removed from their military recall status. A signed statement of understanding required.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying comprehensive knowledge of procurement regulations and contracting principles, Federal contracting laws and policies, Navy small-business policies, and contracting methods, types, and techniques to execute program requirements. Examples of specialized experience include: 1) Planning, developing, implementing, maintaining, and administering all contractual aspects related to Small Business; 2) Coordinating with contracting department, command leadership, and industry partners to manage procurement actions; 3) Providing technical advice, guidance, and training to the contracting department; and 4) Developing and implementing new contractual approaches while maintaining quality products and contractor performance. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
