About the Position: You will serve as a Procurement Analyst to analyze, monitor and evaluate District and Division-wide initiatives to include the facilitating of initiatives to improve the acquisition process and to enhance the culture and management practices.

Duties

Conduct routine reviews of all contracts and purchase actions as well as periodic audits of designated contract files based on dollar value, method of acquisition, and other factors. Review required peer reviews of routine actions, compliance reviews in support of Senior Contracting Official (SCO) level peer reviews, including all actions over $100M as well as all limited competition actions. Complete risk assessments on a variety of acquisition procedures and makes recommendations for strategies to mitigate acquisition risk. Serve as the technical Procurement Analyst on acquisition policy and initiatives in support of the District. Provide input to Policy regarding necessary changes to the Acquisition Instructions (UAI) to incorporate needed revisions based on FAR changes, presidential orders, new laws or restrictions, or local requirements. Serve as the technical SME in support of all contract actions. Assist in the research, compilation, analysis and reporting of data calls and taskers.

In addition to meeting the basic requirement in the education section to qualify for this position you must also meet the qualification requirements listed below: To qualify at the GS-13 grade level, you must have: Specialized Experience: One year of specialized experience which includes providing procurement oversight, procurement analysis and procurement evaluation of acquisition activities and support; reviewing, evaluates, and providing guidance concerning procurement/acquisition policies, regulations, and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
