These positions are located in the Health Resources and Services Administration, Provider Relief Bureau, Division of Program Operations. Duties

This position will be filled as competitive temporary appointment not to exceed one year. The appointment may be extended for an additional one year for a total of two years. This position is for 2 years only and cannot be made permanent. This position is a mission critical occupation for HRSA. This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Lead Management Analyst, you provide leadership, direction, and professional and technical guidance in project management for team activities. Your major duties and responsibilities include: Using qualitative and/or quantitative methods for the development and management of major administrative programs, the assessment and improvement of program effectiveness; and, and improvement of complex management processes and systems. Analyzing and evaluating quantitative and qualitative data to assess the effectiveness of the team's efforts in meeting established goals and objectives. Participating in Division and/or Office management meetings and negotiations to explain and/or resolve complex issues concerning the implementation of team projects and workflows. Developing effective procedures and systems for successful execution of the team's work products and deliverables. Ensuring that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Requirements

  • U. S. Citizenship is required.
  • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATION REQUIREMENTS: MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-13 include performing the following types of tasks on a regular and recurring basis: 1. Leading a team, workgroup or project evaluating administrative and management operations, processes, or procedures to increase the efficiency, effectiveness, or productivity. OR 2. Applying quantitative and qualitative methodologies to assess the effectiveness and efficiency of management and administrative processes and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
