The primary purpose of this position is: To serve as a Management Analyst, performing assessment, guidance and direction in managing the depot maintenance production support process and understanding the impact on supportability and execution of schedules.
Duties
Plans and conducts a variety of studies to review and evaluate the effectiveness/efficiency of substantive program operations and their interrelationships within the maintenance structure.
Performs manpower and organization studies covering production support functions/operational workloads.
Develops various plans of action to accomplish production support near-term and long range requirements.
Serves as internal auditor for production support operations and serves as liaison to external audit agencies.
Prepares reports and provides briefing on study findings to all levels of involved management, contractors, program managers, and external agencies.

This is a Maintenance Workforce Development Program (MWDP) Position. This position is a developmental (GS-05 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-05. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
SPECIALIZED EXPERIENCE: GS-05: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-04, or equivalent in other pay system. Specialized experience is defined as analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Plan and organize work and communicate effectively.
OR EDUCATION: Successful completion of 4-year course of study leading to a bachelor's degree from an accredited college or university leading to a bachelor's degree with a major in any field.
OR COMBINATION OF EXPERIENCE AND EDUCATION: COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%.
SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-05, or equivalent in other pay system. Specialized experience is defined as performing developmental and recurring assignments; analyzing problems; planning and conducting special initiatives, studies, and projects; preparing reports and briefings.
OR EDUCATION: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR bachelor's degree with Superior Academic Achievement.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%.
SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-07, or equivalent in other pay system. Specialized experience is defined as performing moderately difficult and complex assignments; interpreting and adapting guidelines in order to resolve issues; searching technical literature, reports, and other reference material to locate information; developing reports and briefings; preparing and coordinating reference papers and documentation; performing analysis and providing recommendations to resolve issues.
OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.B. or J.D., if related.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%.
SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-09, or equivalent in other pay system. Specialized experience is defined as planning and conducting studies to review and evaluate the effectiveness and efficiency of program operations; recommending organizational and operational procedural changes to improve production and operations; reviewing, preparing, and presenting briefings on manpower requirements; developing plans, schedules, and checklists; analyzing trends in production data; preparing responses to external reviews or audits.
OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.M., if related.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and understanding of major issues program goals and objectives, work process and administrative operations of the production organization to plan and perform duties.
2. Knowledge of overall structure contents internal/external interfaces, updated procedures, use of automated maintenance systems and databases.
3. Ability to analyze problems and develop timely and economical solutions.
4. Knowledge and skill in applying qualitative and quantitative techniques for the analysis and measurement of effectiveness, efficiency and productivity of the organization's administrative and program operations. Carried out by personnel in the areas of supply, budget, and maintenance and production.
5. Ability to maintain good working relations.
6. Knowledge of safety and health practices and established policies and procedures.
7. Knowledge and skill required in adapting analytical techniques and evaluation criteria in the development of new/modified work methods, organizational structures, management processes, guidelines and procedures.
8. Knowledge of policies and procedures for requisitions and issuing equipment and supplies.
9. Ability to develop, prepare, coordinate, staff, and implement management policies, procedures, programs, and directives.
10. Ability to communicate effectively, both orally and in writing.
