The position is in Compensation Service (CS), on the Budget and Shared Services Staff. The incumbent serves as a technical expert to the Chiefs and Director.
Duties
Work collaboratively with team members to ensure that all assigned tasks are completed timely, and the teams goals, needs are met, while ensuring good working relationships among team members and management are maintained.
Formulate, present, execute, and analyze organizational budgets. Serves as local expert on budgeting and financial management issues and activities.
Responsible for determining internal fiscal budget and personnel requirements. Determines resource requirements and recommends resource allocations based on priorities and needs.
Monitor budget execution to ensure funds are executed in accordance with customer spending plans.
Collaborate with the agency to gather the necessary requirements to formulate the coming fiscal year budget request.
Perform in depth analysis of budget requests and maintains a series of automated spreadsheets containing key budget formulation information which feed summary reports.
Communicate with internal and external stakeholders for development and execution of agency budget.
Serve as Contracting Officer Representative. Providing advice and guidance to program and line managers in procurement planning. Advising program officials of the procurement objectives to be used and prepares programmatic requirements.
Monitor contractor performance to assure compliance with agency regulations and procedures, program directives, and technical requirements of the contract.
Review progress reports and deliverables for possible improvements, while evaluating contract types which may include highly complex and significant services where little or no contractual precedent exists.
Identify problem areas, researches, determines, and implements corrective courses of action. Problems that are beyond the incumbent's capability to resolve are elevated to the supervisor.
Communicate with internal and external stakeholders for development and execution of agency budget.
Periodically evaluate budget executions, to ensure funds are executed in accordance with customer spending plans.

Specialized Experience:
To Qualify at the the Grade level of GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) applying office support methods, policies and procedures for providing or performing a variety of support functions and services for a large organization or Federal agency; (2) developing requirements and associated contract documentation (e.g., market research, independent government cost estimate, quality assurance
surveillance plan, etc.) that demonstrate good fiscal stewardship, ensuring that vendors can be held accountable for poor quality services and rewarded for outstanding delivery; AND (3) reviewing long range budgeting and program requirements to ensure conformance with established organization or agency policies and legislation.

Applicants may substitute Graduate Education to qualify for grade GS-11. Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. To Qualify at the the Grade level of GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) assisting in formulating, presenting, executing, and analyzing organizational budgets; (2) assisting in the procurement of a variety of products and services, such as; organizational studies, programmatic studies, claims processing services, conference packages, and program support services. (3) assisting with routine audits monitoring contractor performance to assure compliance with contracting and agency regulations and procedures, program directives, and technical requirements of the contract.
To Qualify at the the Grade level of GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) overseeing financial transaction packages/actions through the approval process, ensuring funding is available and tracking location and status daily; (2) determining the priority and method of procurement and developing technically accurate procurement documentation for the Contracting Officer; AND (3) researching, statistical data, conducting studies and performing analytics to improve program effectiveness or improvement of complex management processes and systems for a large organization or Federal agency.
There is no education substitution for the GS-12 or GS 13 grade levels.
