Employee will serve as the Program Analyst performing duties within the Contracts Management and Performance (CMP) Directorate of Integrated External Networks (IEN) located at the Veterans Healthcare System in Denver, CO. Employee will support initiatives and projects through communication with contractors, field facilities and others to define and analyze healthcare issues and/or trends.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Defines the impact/scope of information to determine the best sources of information to produce further analysis results. Monitors trends in internal performance, contract performance and other areas and provides complete oversights and thoughtful analysis to management. Contributes to the development of standard Lean and Six Sigma methodologies to fit into the health care environment. Leverages a structured methodology to determine root cause of complex program issues and keeps management informed of progress, outcomes and recommendations to enhance overall program. Reviews inquiries received from various sources (e.g., Legislative/Congressional, White House, Agency) by letter, telephone, email and other methods of communication to determine proper disposition. Monitors and internal and external program work to ensure action items are accounted for and controlled and makes adjustments according to priorities and standards. Conducts studies using a wide range of advanced analytical techniques, statistical methods and evaluation tools to collect information, identify limitations in current systems, resolve conflicting information and discover potential improvements. Conducts data analyses, data validation and program analyses to assess the efficiency and effectiveness of program processes and contracts. Provides supervisors, contract management and performance management teams and other stakeholders with critical data analysis and trends that contribute to the formulation of program policy. Presents conclusions to leadership based on collected data. Plans, organizes, oversees and manages team study work and negotiates with management to accept and implements recommendations where the proposals involve substantial agency resources or requires extensive changes in procedures. Administers and integrates the work of project team members from different organizations, to include scheduling, tracking progress, providing project status and updates and adhering to dues dates and other requirements. Performs other related duties as required. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm (negotiable) Recruitment & Relocation Incentives: Not authorized. SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-11 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes: utilizing knowledge of health care, clinical systems, information management and informational technology; conducting data analyses, data validation and program analyses; conducting studies using a wide range of advanced analytical techniques, statistical methods and evaluation tools; planning, organizing, overseeing and managing team study work; scheduling, tracking progress, providing project status and updates; making recommendations on operating programs; and providing supervisors, contract management and performance management teams with critical data analysis and trends. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Data ManagementManages and Organizes InformationProject ManagementResearchTeam Building IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
