This vacancy is for a Supervisory Accountant (Staff) in the International Trade Administration within the Department of Commerce. The incumbent of this position utilizes expert knowledge of accounting principles and procedures and the US fair trade laws in supervising and leading a team of accountants in the completion of complex assignments.
Duties
As a Supervisory Accountant (Staff), you will perform the following duties:
Provides expert advice in specialized areas of accounting and develops policies.
Supervises accounting staff in identifying and resolving cost and financial accounting issues in antidumping duty ("AD") and countervailing duty ("CVD") proceedings. Provides analysis and recommendations for broad management and systemic issues.
Plans, develops, and carries out complex projects and studies to meet office and organizational goals. Ensure staff and resources are used effectively to complete assignments and meet the responsibilities of the Office. Ensure staff are provided regular guidance and coaching, and are empowered to solve challenges and advance organizational objectives. Ensure employee performance plans are aligned with Agency/bureau organizational goals and include results- oriented critical elements and measurable standards for each critical element.
Develops policies procedures, and practices of US Fair Trade Laws, specialized areas of accounting, AD and CVD proceedings, and an array of policy, operational, and technical issues.
Review, edit and write the agency's positions on the most complex AD cost of production and constructed value issues and guide staff accountants in the writing of Commerce's positions on the issues and brief high level decision makers on such issues.
Assures policy and decision- makers in government and industry benefit from the relevant, focused and high- quality policy implementation and analytical work of trade professionals within the AD and CVD enforcement program.
Expresses information to individuals or groups effectively, taking into account the audience and nature of the information, and makes clear and convincing oral presentations.
This Job Opportunity Announcement may be used to fill other Supervisory Accountant (Staff) GS-0510-15 FPL GS-15 positions within the International Trade Administration in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Basic Requirements:
A Degree: A bachelor's degree (or higher) in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND
Specialized Experience: To qualify at GS-15 grade level you must possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government performing the following duties:
Utilizing knowledge of generally accepted accounting principles (GAAP) and standards in the United States and/or foreign countries in analyzing financial and/or cost accounting data of commercial enterprises pursuant to antidumping and countervailing duty proceedings;
Planning, performing and documenting antidumping duty verification procedures pursuant to antidumping proceedings; and
Preparing technical cost of production calculation adjustments in accordance with US antidumping duty laws; and
Writing fully developed memos, issue papers, decision memos, and Court briefs associated with technical accounting issues in antidumping proceedings.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
