The Information Technology (IT) Specialist serves as an IT Analyst under IT Service Management (ITSM), Infrastructure Operations (IO), Office of Information and Technology (OI&T), of the Department of Veterans Affairs (VA). The position serves as a liaison to counterparts in the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), the National Cemetery Administration (NCA) and other areas within the OI&T.
Duties
Major Duties:
Coordinate, communicate, integrate, and participate in a team that is accountable for the overall success of the Change and Release Management (CRM) program, ensuring alignment with agency of enterprise priorities;
Assist the division supervisor with planning and executing technical and operation aspects of CRM support functions to include business management, key administrative and coordination support;
Serve as an advisor to the division supervisor regarding all directorate support issues, in support of the CRM;
Provide data and assists with documenting Change, Release, Asset, and Service Configuration Management policy positions developing draft office processes and management related documents to ensure consistent and efficient implementation of plans, decisions, priorities, and other actions;
Help guide and manage organizational changes with CRM by implementing cost savings and manpower efficiencies;
Review and assess the impact of new policy directives, regulations, and procedures considering OIT and legislative policy changes;
Meet with teams to discuss progress toward meeting strategic goals; and
Identify potential problems in attaining goals and reviews agency strategic plans to ensure that plans for the CRM are integrated with agency strategic goals.

Individual Occupational Requirements (Alternative A):
Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization.
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Examples of specialized experience would typically include, but are not limited to: applying knowledge of Information Technology (IT) concepts, principles, methods, and Service Configuration Management (SCM) practices (i.e., Configuration Item Data Certification processes, Configuration Management Database (CMDB) health dashboard remediation activities, specialized reporting for Configuration Item (CI) auditing processes, etc.) to identify and define business or technical requirements applied to the design, development, implementation, management, and support of systems and networks; leveraging technology business management model throughout business operation lifecycles via the IT Asset Management (ITAM) in order to provide cost-benefit analysis information used for evaluation purposes related to the acquisition of IT products or services ensuring optimal use of Asset and Configuration Item (CI) CMDB ingestion activities; serving as the SCM and CMDB primary liaison with customer organizations on all IT-related matter to plan and coordinate the strategic design, development, testing, installation, and support of new and modified systems, including hardware and software.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.
To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
