Serves as the primary administrative member of the Nursing Mental Health and Nursing Medical Operations Services leadership team within Sheridan VA Medical Center and satellites. Oversees administrative aspects of service operations and programs, including: personnel management, data gathering, analysis, tracking, trending and reporting, budget preparation, veteran interactions, writing reports, and other duties as assigned. Requires travel to Community Based Outpatient Clinics and others.

Duties

Major duties include, but are not limited to: Serves as the key advisor to service leadership on the evaluation and effectiveness of service programs and operations, personnel management, clinic access, scheduling, and consult management. Provides position management advise and recommendations to health care system managers throughout the facility including providing advice on the distribution of workload among positions and clinics and the processes and steps needed to complete the work. Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations. Analyzes management techniques, processes, and styles for improving facility-wide organizational effectiveness in the service. Considers all aspects of new or established programs, including statutes, policies, objectives, workload models, resource estimates and utilization, issues, constraints, impacts, and concerns related to other organizational components. Develops major proposals to create or refine existing processes within service programs and clinics throughout health care system with the purpose of meeting national performance measures and productivity targets. Provides leadership with independently developed data and objectively based information for making decisions on the administrative and programmatic aspects of operations and management and advises on potential benefits/uses of process improvement strategies to improve efficiency of programs. Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans. Manages the overall supply needs, services, and material movement for the service. Acts as a Contracting Officer Representative (COR) or Point of Contact (POC) for the service for multiple short and long-term contract(s). Develops new or modified administrative program policies, regulations, goals, or objectives to ensure compliance with regulations. Provides data to support recommendations utilizing analytical techniques. Ensures Veterans Integrated Service Network (VISN) and facility-wide strategic initiatives, performance measures, and monitors are met relating to the delivery of health care (i.e. clinic wait times, clinic flow care coordination, provider continuity, appointment availability, consult management, electronic waitlists), and all other aspects of efficient health care system operations. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 7:30am to 4:00pm, Monday through Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience (GS-09): You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: With supervisory guidance, performing management surveys to determine programmatic compliance with agency regulations, procedures, sound management practices, and effective utilization of staff; assisting in the implementation of administrative policies and procedures for service-wide areas of responsibility; exercising human resources responsibility, in a developmental capacity, by initiating requests for recruitment, interviewing and selecting employees, and complying with EEO objectives; maintaining accurate and current position descriptions/ functional statements; maintaining procurement and contracting records and preparing procurement requests; with smaller degree of independence, managing the overall supply needs, services, and material movement for the Service; assisting with budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses; developing as a Contracting Officer Representative for procurement and contracts. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment on their resume. OR, Education (GS-09): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination (GS-09): Applicants may also combine education and experience to qualify at this level. Only education in excess of the first year of graduate school (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. This position requires visual acuity, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued sitting.
