This position is serves as the primary administrative member of the Nursing Mental Health and Nursing Medical Operations Services leadership team at the Sheridan Veteran Affairs Health Care System (SVAHCS) in Sheridan, WY.
Duties

Major Duties:
Exercises oversight of administrative aspects of service operations and programs to include: personnel management, data gathering, analysis, tracking, trending and reporting, budget preparation and other fiscal duties including fund control point management and other expenditure tracking, interactions with veterans, their families and representatives, writing reports and controlled correspondence and other duties as assigned.
Serves as the key advisor to service leadership on the evaluation and the effectiveness of service programs and operations, personnel management, clinic access, scheduling and consult management.
Researches and investigates new or improved processes or practices for potential application to service operations.
Analyzes new or proposed regulations to determine impact on operations and management and develops new or modified administrative program policies, regulations, goals or objectives to ensure compliance with regulations.
Implements administrative policies and procedures for service-wide areas of responsibility.
Develops proposals to restructure Service program areas that require redistribution of significant portions of tasks or positions that are distinct but interrelated.
Exercises human resources responsibility by initiating requests for recruitment, interviewing and selecting employees, complying with EEO objectives, planning and assigning work, and maintaining accurate and current position descriptions, and preparing performance evaluations and recommendations for promotions and awards.
Conducts studies of organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods and procedures in service programs and clinics.
Analyzes individual clinics, programs, functions and organizations to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound operational management.
Ensures VISN and facility-wide strategic initiatives, performance measures and monitors are met relating to the delivery of health care (i.e. clinic wait times, clinic flow, care coordination, provider continuity, appointment availability, consult management, electronic wait lists), and all other aspects of efficient health care system operations.
Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.
Manages the overall supply needs, services, and material movement for the Service.
Acts as a Contracting Officer Representative (COR) or Point of Contact (POC) for the Service for multiple short and long-term contract(s).
Prepares procurement requests, evaluate proposals for work, and serves as COR/POC for procurement and a variety of complex contracts, while also maintaining procurement and contracting records.
Performs other related duties as assigned.
Duties will require travel to respective service sites within SVAHCS to include all CBOCs, various facilities within VISN 19 and other program offices as required.
PROMOTION POTENTIAL: This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Work Schedule: Monday-Friday, 7:30am to 4:00pm

Qualifications
GS-9 QUALIFICATION REQUIREMENT:
At least one year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service. Specialized experience is experience providing oversight of the administrative aspects of service operations and/or programs to include all or most of the following: personnel recruitment (initiating requests for recruitment, interviewing, and selecting employees); managing supply needs, services, and material movement; implementing administrative policies and procedures for service-wide areas of responsibility; performing budget execution functions; and using computers, software applications, databases, and automated systems to accomplish work. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
OR
Successful completion of a master's degree or two (2) full years of graduate level education in a related field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained at an accredited college or university. NOTE: You must submit a copy of your transcript with your application. OR
An equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above which meets the total requirements for this grade level. NOTE: Your experience must be documented in your resume and transcripts are required.
GS-11 QUALIFICATION REQUIREMENT:
At least one year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service. Specialized experience is experience providing oversight of the administrative aspects of service operations and/or programs to include all or most of the following: setting priorities and establishing schedules; assisting with employee performance evaluations and recommendations for promotions and awards; gathering and evaluating data for program improvement; planning, coordinating, and executing business functions, resources allocations and productions; using project management principles and methods/tools to develop projects; and experience typing and using software applications, databases, and other automated systems.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree from an accredited college/university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcript with your application. OR
An equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience as described above that meets the total requirements. NOTE: Your experience must be documented in your resume and transcripts are required.

Physical Requirements: The duties and responsibilities of this position require some mobility between the office and various other offices (clinical or administrative) located at any of the health care system sites. Generally, the work is sedentary but may require some slight physical effort.
