Duties

Supervises and manages an IT staff engaged in performing cybersecurity infrastructure work. Provides technical leadership in the testing, implementation, deployment, maintenance, review, and administration of the hardware and software required to effectively manage cybersecurity operations. Applies knowledge of data, information, processes, organizational interactions, skills, and analytical expertise, as well as systems, networks, and information exchange capabilities to manage acquisition programs and contracts related to cybersecurity infrastructure. Establishes, collects, monitors, and matures metrics and processes related to the delivery of cybersecurity infrastructure services. Provides sound advice and recommendations to leadership and staff on a variety of cybersecurity topics. Advocates security posture, process, and policy changes to reduce cybersecurity risk while achieving organizational goals.

  • PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized.
  • DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
  • This position is not in the collective bargaining unit.

Qualifications

All qualification requirements must be met by the closing date of this announcement. Time-in-grade for this announcement is one year at the GS/SK-13 or SK-14 level. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. BASIC REQUIREMENT: Possess IT related experience demonstrating each of the four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail; Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SK-15: Applicant must have at least one year of specialized experience equivalent to the SK-13 or SK-14 level: 1) leading organizational cybersecurity operations functions (to include the management of cybersecurity infrastructure, e.g. NGFW, IDS/IPS, EDR, DLP, SASE, ZTA, SIEM); 2) applying knowledge of hacker methodologies and tactics (TTPs) to develop defense strategies or mitigation techniques for system vulnerabilities and key indicators of attacks and exploits.; 3) implementing standardized measures and metrics to deliver a quality security operations program; 4) managing responses to audits and identified Plan of Action and Milestones (POA&Ms), and; 5) managing operational and administrative tasks for organizational security services contracts.
