You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT & PLCACEMENT) in the BUSINESS DIRECTORATE of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will consult with customers on human resources issues (e.g., strategic workforce development, sustainment, compensation management, organizational design) You will resolve staffing and recruitment management problems throughout an organization You will advise hiring managers how to use internal placement actions (e.g., reassignments, details) to retain and fully utilize employee skills. You will coordinate entrance-on-duty dates between selectee and manager.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • You will be required to obtain and maintain a current valid United States driver’s license

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-9 or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Interpreting and applying positions classification standards to determine the positions correct pay plan, series and grade; 2) Providing a wide range of recruitment and placement services from filling hard to fill positions to advising mangers regarding qualification requirements and selection process ; 3) Develops short and long range staffing plans; providing advice on future staffing strategies, including necessity for workforce shaping; 4) Provides classification services and position management support in resolving problems of more than average difficulty for complex hard to fill/one of kind positions; and 5) Performs complex job analysis and determines most efficient methods to fill vacancies and meet human resources needs for the organization serviced. OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR Have successfully completed an LL.M. degree that is related to the position being filled OR Have a combination of experience and education as described above which, when combined, is equivalent to 100% of the qualification requirement. GS-9 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-7 or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Advising management officials on various types of appointments and their appropriate application; 2) Advising on the personnel procedural and regulatory requirements governing the Human Resources process; and 3) Performing staffing duties such as creating job analysis, preparing recruitment/placement products, issuing referral certificates, and extending job offers. For GS-11: Have successfully completed a Ph.D. or equivalent doctoral degree. OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR Have successfully completed an LL.M. degree that is related to the position being filled OR Education may be substituted for experience as described in "Qualifications", when combined, is equivalent to 100% of the qualification requirement.
