This vacancy is for a HUMAN RESOURCES SPECIALIST position in the Human Resources Division Operations, located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other HUMAN RESOURCES SPECIALIST, 0201, 13, FPL GS-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Serves as a representative in interagency and intra-Commerce discussions and working groups to develop and resolve technical policy and procedural issues.
Reviews and resolves the most difficult HR and issues and collaborate cases with colleagues complete unusual to requests.
Supervises a team of Human Resources Specialists and Assistants through the full range of HR activities assigned to the team including staffing and recruitment tasks.
Provides management advisory services at high levels within the Census Bureau on recruitment strategies and incentives.
Provides leadership and guidance to the staff who serve as the first point of contact for users of a variety of HR Information Systems

Qualifications
Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: Communicating and advising on complex HR issues for audiences at various levels; Applying HR laws, regulations, and policies to identify problems and recommend appropriate action; Providing leadership, and training to HR Specialists and Assistants in the areas of staffing and recruitment; and Researching and analyzing complex staffing and recruitment issues. Providing system project management support to the Human Resources Division for Human Resources Information Systems (HRIS) implementation and operations.
Education cannot be substituted for experience at this grade level.
