The primary purpose of this position is to perform a wide range of functions and tasks that require vision, leadership, and proficiency in developing, coordinating, planning, budgeting, and implementing projects. The employee is responsible for leadership and management of projects within the Mission Projects Division of the Operations Directorate.

Duties

Manages synchronization of all activities for the Air Mission Projects Branch of the Operations Directorate. Identifies, evaluates and tests the integration of existing or proposed technology against a wide range of targets for Combatant Commands, Military Services, Intelligence Community, and other government agencies. Advises the Chief, Mission Projects Division on operational and programmatic-related matters. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops and maintains a system to support, evaluate, and monitor select operational test and evaluation activities, data collection and analysis, development of operationally relevant test scenarios.

  • This is a Defense Intelligence Personnel System (DCIPS) position, classified under authorities of the US Code Title 10, Section 1601, dated 20 July 1999 and DoD Manual 1400.34-M

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. Work Statement and Performance Level In order to qualify, you must meet the special experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of advanced concepts, principles and practices of project management and mission objectives as well as skill in managing programs, demonstrated ability to develop planning and programmatic guidance and identify, develop and evaluate architecture and budget options relative to issues or shortfalls. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of advanced concepts, principles and practices of project management and mission objectives as well as skill in managing programs, demonstrated ability to develop planning and programmatic guidance and identify, develop and evaluate architecture and budget options relative to issues or shortfalls. Knowledge of Air/Ground/Maritime special warfare operations and integrated friendly and hostile intelligence, surveillance and reconnaissance (ISR) capabilities and analysis of targets to serve as an advisor in supporting emerging technological advances on war fighter effectiveness to include coordinating and execution of support requirement for Air/Ground/Maritime assessments of systems and technologies. Comprehensive knowledge of Government and agency contracting laws, regulations and procedures, contracts and provisions and methods of contracting applicable to the centralized acquisitions of Government-wide commodity and service requirements. Knowledge of cost and pricing techniques to negotiate and act on a variety of pricing and special agreements that have a financial impact on a large number of contractual actions. Ability to and experience in providing operational and procedural advice for the conduct, coordination, and execution of facilities maintenance, project management support, personnel task management, and extensive knowledge of the decision-making process and the ability to apply this knowledge for tactical, operational, or strategic products and support. Ability to and experience in leading and fostering collaborative working relationships across a variety of government military and private organizations and disciplines, and the ability to defend the organization's position in conferences, working groups, and planning sessions Skill in written and oral communications sufficient to prepare written guidance, develop recommendations for organizational policy, explain and defend government decisions to contracting personnel, contractor's, or higher level reviewing officials and to prepare and present briefings. Analytical skills sufficient to evaluate audit reports, regulations and other relevant material as a basis for developing and implementing departmental guides or procedures. Ability to plan, organize, and direct the functions and staff of a small organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITION OF EMPLOYMENT CONTINUEDD: Position is designated special-sensitive. Incumbent must be able to acquire and retain a TOP SECRET security clearance based on a Single Scope Background Investigation and remain eligible for access to Sensitive Compartmented Information. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and, (b) if requested, submit to urinalysis testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
