Duties
Serves as the DLA Disposition Services Program Manager for the Disposal Service Representative (DSR) Program.
Develops comprehensive plans to meet the needs of the current and future requirements for the Disposal Service Representatives (DSR) program and ensures the plans are in alignment with DLA Disposition Services Strategic Plan.
Issues and/or provides technical advice, guidance, training, instruction, and assistance to DSRs on property disposal compliance; Provides on-the-spot guidance to correct deficiencies or recommends proposed corrective actions.
Assesses training needs by working with DSRs throughout the field and create development plans with specialists from Headquarters that align with the DLA Disposition Services Strategic Plan.
Reviews procedures and guidelines and performs research and analysis of the DLA Disposition Services DSR Program.
Evaluates policy and request waivers from following established policy; Identifies initial or new requirements; coordinates, develops and implements new and revised policies, procedures, plans and programs.
Maintains liaison with the military services and other federal agencies to exchange general disposal information, coordinate new programs, and promote Agency Disposal Programs.

Qualifications
To qualify for a Management and Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Managing and oversight of inventory and property accountability.
Developing and Implementing strategic programs/initiatives.
Participating in or initiating and chairing meetings/conferences/study groups as required to present data/statistics.
Advising employees on how to assist customers and/or help handle more complex situations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
