The FRTIB is looking for a highly qualified and motivated individual to serve as a Program Analyst.
This JOA may be used to fill other Program Analyst, GS-0343-14 positions within the FRTIB with the same location, qualifications and specialized experience.
Special selection priority consideration applies under the Career Transition Assistance and the Interagency Career Transition Assistance Program to well-qualified surplus or displaced candidates within the local commuting area.
Duties
This vacancy is also being announced concurrently with vacancy announcement FRTIB-24-DE-004-12184801 under Delegated Examining procedures. NOTE: Applicants must apply separately for each announcement in order to be considered.
As a Program Analyst you will be responsible for providing human resources management advisory services and support in staffing and recruitment/job analysis of a sensitive and extreme nature. Typical assignments include:
Produces broad, comprehensive, authoritative studies and recommendations regarding the performance management aspect of the 5-Year Strategic Plan to Office of Planning and Risk (OPR) and the Federal Retirement Thrift Investment Board (FRTIB) Executive Leadership Council (ELC).
Creates and implements new or revised policies and procedures to support strategic performance management framework and systems.
Proactively and independently identifies and analyzes topics and areas of concern that involve monitoring the performance of major aspects of substantive, mission-oriented FRTIB programs based on a long-range, strategic perspective.
Validates strategic performance data and implements quality control measures to ensure the continued success of programs.
Partners with the senior leaders, subject matter experts, project managers, and Agency staff to develop and maintain the strategy roadmap that consists of the Agency's strategic initiatives sequenced over the duration of the Strategic Plan.
Partners with program offices to identify, understand, and document changes that impact strategic activities; and partners with the Enterprise Risk and Internal Control team to identify and monitor risks that may impact the achievement of Agency's strategic objectives.
Consults with the OPR Director, OPR Deputy Director, and Strategy Division Chief on key proposed Plan benefit and program changes and develops effective strategies that support changes to Plan benefits and programs and with the OPR Director and the Strategy Division Chief to understand the impact of trends on Agency policy and draw insights that inform position papers and TSP policy.
Leads discussions between the strategy and execution stakeholders, coordinating with and across various functional disciplines to map Agency strategy to projects and identify potential barriers to success.
Qualifications
Specialized Experience:
Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. Specialized experience is defined as: using the principles, techniques and methods of qualitative and quantitative analysis to monitor, analyze, evaluate, and report on the performance of an organization's programs and operations; planning, organizing, conducting analysis, studies and evaluations that have impact across the organization, and drive the strategic direction; and, logically analyze, synthesize, and evaluate multiple sources of information to effectively communicate orally and in writing the organizational vision, mission, and strategic plans.
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
