The incumbent has major and significant responsibilities in support of the mental health service. The MHSL is composed of three major components- Psychology, Psychiatry and Social Work Services. The Outpatient Service includes General Mental Health Clinic, Medical Psychology, Neuropsychology, Substance Abuse, PTSD Clinical and Women Clinical Programs. The Residential Rehabilitation Programs consist of CWT/TR (Compensated Work Therapy/Transitional Residences).

Duties

The incumbent is responsible for credentialing and privileging of members of the MHSL Staff, including Physicians, Psychologists, Physician Assistants, and Registered Nurse Practitioners. These duties relate to appointments, re-appointments, licensure renewals and clearance, Federation of State Medical Boards clearance, and credential verification. S/he maintains a database for all time sensitive certifications and licenses. S/he performs chart reviews to ensure compliance with the service's quality assurance indicators for staff biennial reviews. S/he drafts memos for signature by the Director, MHSL and Chief, Psychology Service. The incumbent is responsible for following up on continuing medical education credits. S/he works with each new/re-appointed staff member to make sure that the appointment process is understood and completed in a timely and thorough manner. In addition to coordinating administrative aspects of this program, the incumbent functions as the technical advisor to MHSL and is the liaison with the BHS Credentialing Office on all credentialing and privileging matters with guidance from the MH Service subject matter expert, the Administrative Officer. S/he keeps current with all regulatory requirements. S/he ensures all recommendations from the Professional Standards Board are acted upon in a timely manner. S/he provides technical guidance to the MHSL Staff on the intricacies of the Credentialing and Privileging process . . The incumbent assures that MHSL staff with clinical privileges meet all VA policies regarding Licensed Independent Practitioner standards. The incumbent maintains an accurate and well organized filing system for correspondence involving credentialing documentation. S/he maintains accurate, complete, and concise credentialing and privileging folders on all privileged personnel. The incumbent is required to maintain suspense files, noting dates for follow up. The incumbent will assure all documents with dated expiration are current in credentialing and privileging folders. There is approximately 120 permanent MHSL staff with multi-disciplinary clinical privileges. The position requires considerable knowledge of budgetary principles necessary to function as a control point clerk for approximately $200,000 per year in various fund control points. The ability to handle transactions involving multiple control points is specifically necessary along with an awareness of how to resolve special budgetary problems. The incumbent's administrative skills specifically include responsibility for planning, recommending, and ordering all standard/specialized supplies. The incumbent also responsible for budget monitoring, funds obligated and vouchers/invoices paid. The incumbent also maintains the CMR for the larger number of pieces of equipment that are assigned to MHSL Makes appointments and commitments for Jamaica Plan MH Service Senior management to attend meetings, conferences, and other appointments. The incumbent makes necessary arrangement for travel, arranging schedules of visits, making reservations, notifying organizations and officials to be visited and, upon completion of trips, prepares and submits travel vouchers and reports. The incumbent responsible for scheduling the use of the Mental Health Service conference rooms in Jamaica Plain, prioritizing requests to best meet the needs of both the Service and the Medical Center. Makes arrangements for meetings and conferences and notifies all concerned of the time and place. Takes minutes/records conference calls as required. The incumbent serves as education liaison to MHSL at JP and Causeway Street OPC. This includes scheduling mandatory VA training sessions, ensuring that all employees are notified of training, documenting all attendance and ensuring that proper credit is noted in the Tempo. The incumbent also arranges for lectures and processes honorarium payment on an as needed basis. This information is coordinated with the ACOS/Education Office. The incumbent ensures that proper credit is received by the clinician for their Continuing Education Credit The incumbent serves as a main timekeeper for various T &Ls in the MHSL. data for reports. The incumbent performs other duties as needed. Work Schedule: Monday-Friday 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Excellent skill in oral and written communications in order to communicate with a wide variety of persons such as staff, VA officials, and affiliated teaching hospitals via telephone calls, letters, memos, etc. Requires skill in adapting computer applications to manage data and communicate effectively. Skill in typing to produce correspondence and forms. Expert skill in word processing (Word) and intermediate skill in spreadsheets (Excel) in order to produce professional correspondence and reports. Knowledge of budget procedures, formats, Fiscal Service requirements to develop and maintain a variety supplies budget. Knowledge of the responsibilities and legal requirements of Control Point Clerk and Credit Card Holder in order to process invoices. An understanding of the Medical Center's fiscal process so that Vendors can be appropriately reimbursed for services and goods. An understanding of the ramifications of inaccurate reporting as it affects the fiscal integrity of the Medical Center. Knowledge of the computerized budget control point system. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one and one-half (1 and 1/2) academic years of graduate education in a degree program directly related to the work of the position as a substitution for specialized experience. This education must have been obtained in an accredited college or university. Transcripts (unofficial) are required at time of application. A transcript or course listing must be submitted if you are basing all or part of your qualifications on education. Applications submitted without this information will not be considered. As a general rule, education is not creditable above GS-5 for most positions covered by this qualification standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Education at the graduate level in an accredited college or university meets the requirements for positions at the GS-8 grade level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. In order to be creditable under this provision, the graduate education must have been gained in a curriculum that is qualifying for the position to be filled. As such, course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. Examples (not all inclusive) of closely related graduate level coursework include information assurance and security or comparable major of study. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. When academic credit is expressed in contract months, units, or other terms that differ from conventional semester or quarter hours, it is the responsibility of the applicant to provide an interpretation of such credits from the appropriate institution in order to equate them to the semester or quarter hours specified in the standard. OR, Combination: Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed graduate education and specialized experience that meets the requirements for this position. If graduate education is used to meet specialized experience requirements, then such graduate education must include courses directly related to the work of the position (copy of unofficial transcripts required at time of application). Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both graduate education and experience are acceptable. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's graduate education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. When crediting graduate education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work.
