About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0H9AA US ARMY AVIATION AND MISSILE COMMAND.

Duties

Develops and implements overarching policies and procedures for multi-disciplined security programs Provides multi-disciplined security support to test events, exercises, demonstrations, and contingency operations worldwide. Conducts inquiries and investigations into instances of noncompliance and suspected unauthorized disclosures of protected information. Executes administrative and personnel management responsibilities relating to organizational mission. Provides security guidance, advise and oversight, and coordinates with various contract partners, external security agencies, foreign partners and other stakeholders. Prepares formal evaluations of employee performance. Plans, supervises, directs, oversees, and evaluates the efforts of subordinate employees engaged in multi-disciplinary security specialist work. Oversees Multi-disciplinary security programs: Communications, Industrial, Information, Operations, and Personnel Security; Foreign Disclosure; Technology Protection; Special Access Programs; Counterintelligence; and Acquisition Programs/Projects. Represents the command in agency and interagency security program initiatives and efforts. Present and defend security requirements for supported programs. Provide authoritative positions on security policies and requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Temporary Duty (TDY) Travel may be required 20% or less of the time.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Specialized experience is defined as experience that demonstrates an advanced knowledge of multi-discipline security programs concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems as demonstrated by experience (1) managing and providing technical advice and guidance on multi-discipline security program areas to include Personnel Security (PERSEC), Information Security (INFOSEC), Foreign Disclosure (FD), and Industrial Security (INDUSEC); (2) developing and implementing policies and procedures for the management of Special Access Programs (SAP); and, (3) providing oversight assigned SAP to ensure compliance with all established policy and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
