The primary purpose of this position is to serve as a Plans Officer in the Plans and Analysis Directorate of the Air Force Rapid Capabilities Office Field Support Unit. Incumbent plans, organizes, develops, coordinates, and executes a variety of policy and technology opportunities. Develop activity plans associated with specific requirements. Salary ranges includes local market supplements.

Duties

DUTY 1: Advises leadership and other staff members on requirements direction, plans, policy development, and the direction of strategies for activity missions and functions. DUTY 2: Provides a developed approach for a comprehensive strategic roadmap to establish recommendations for future program objectives and goals in the context of national resource allocations, conflicting political environments, and current intelligence on emerging requirements and capabilities. DUTY 3: Assists in development of policy for assessment of new and sensitive advanced technologies in conjunction with activity/organization sponsors and partners to provide new capability assessments to address sponsor requirements. DUTY 4: Performs broad range of methodology development; evaluates cost effectiveness of solutions and related strategies to meet unit mission and functions in response to sponsor requirements. DUTY 5: Attends meetings, conferences, briefings, and seminars related to activity/mission planning, policies, strategies, scheduling, and advanced approaches.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the Professional work category are at the Full Performance work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of integrated intelligence, surveillance and reconnaissance (ISR) capabilities and analysis of targets to serve as an advisor for planning, policy development, and evaluating emerging technological advances on warfighter effectiveness. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of the decision-making process and the ability to apply this knowledge for tactical and strategic planning and mission support. 2. Extensive experience operating as a member of Air Force Office of Special Investigations (AFOSI) highly desired. Knowledge of current military ISR operations planning & broad corporate knowledge of USAF & DoD. Working knowledge of SOCOM component ISR & Theater Special Operations Command (TSOC) ISR plans & operations. 3. Ability to evaluate new ISR tactics & requirements by employing new planning approaches, conduct, learn from real-world operations, and deal with unstructured problems; experience in leading & fostering collaborative working relationships across organizations and disciplines: ability to represent an organization and defend the organization's position in conferences, working groups and planning sessions. 4. Skill in experience planning & managing analyses, assessments, and requirements for the purpose of creating advanced strategy; skill in handling classified data in accordance with established DoD procedures. 5. Skill in communicating orally and in writing clear and concise reports/correspondence and in preparing and communicating technical and non-technical presentations to a variety of audiences. Experience in meeting with high-level senior decision makers and officials within DoD, the Services, and other government agencies. 6. Knowledge of and skill in analytical methodologies which has led to demonstrated abilities to perform problem identification, analysis, and resolution to develop and implement plans that are technically and operationally feasible. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated SPECIAL Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
