The primary purpose of this position, CONFIGURATION MANAGEMENT SPECIALIST GS-0301-12 is to serve as a Configuration Management Specialist for the ICBM systems directorate.
Duties
-Provide configuration, data, and engineering data management requirements for new and revised statements of work, requests for proposals, acquisition management plans, and other program documentation.
-Ensure that technical documentation in the form of specifications and engineering drawings to document the functional, allocated, and product baseline is adequate, accurate, authenticated, approved, and available for use when needed.
-Participate in formal technical reviews of contract and items such as preliminary design reviews, critical design reviews.
-Evaluate engineering change proposals, requests for deviations/waivers, contract change proposals (CCP) and advance change, study notices for adequacy, completeness, and compliance with directives.
-Control requests for data.

- Work is mostly sedentary. Work loads are cyclic and will require intense concentration for several hours at a time. Average agility is required to the conduct of physical configuration audits requiring inspection of various sizes of equipment.

- Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Analytical ability, judgement, discretion, and knowledge of substantial body of administrative or program principles, concepts, policies, and objectives on challenging and highly complex projects/programs; experience in configuration or systems management; knowledge and ability to apply complex management and administrative principles; understanding of system equipment specification use and maintenance; knowledge of engineering drawings and contractor engineering control/release processes; ability to interpret policy and procedures applicable to configuration management functions and to tailor them to program requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of configuration, data, engineering data management and deficiency reporting requirements as specified in military specifications and standards and organizational directives.
2. Knowledge of engineering drawings and contractor engineering control/release processes.
3. Understanding of contractor estimating/pricing techniques as related to proposal evaluation.
4. Knowledge of and skill in the use of principles of negotiation as required to reconcile diverse opinions that can arise from conflicts in ECP/CCP evaluation, contracting, engineering data/data management and audits.
5. Knowledge of the structure and contractor operations and familiarity with the various management and technical disciplines involved to sufficiently understand technical and procurement terminology and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
