The incumbent serves as a Supervisory Improvement Coach in Process Improvement Service/Systems Redesign for the Michael E. DeBakey VA Medical Center in Houston, Texas (MEDVAMC).

Duties

Participate in some national and all network conference calls and obtains useful and pertinent information to facilitate local advancement of system redesign principles and strategies. Ensure that the healthcare system is up to date on all system redesign initiatives and proactively identifies upcoming areas of focus. Participate in planning for major projects involving systems redesign and collaborates in the development and documentation of long and short-range planning goals and objectives. Work collaboratively with MEDVAMC leadership to establish staffing plans that include FTEE and skill mix needed for systems redesign initiatives based on workload, patient needs, staffing guidelines, work area, geography, and existing human resources. Develop recommendations that integrate systems redesign throughout the health care system. Involved in the development of all health care system policy memorandum related to systems redesign, access and patient flow and business process efficiencies. Develop and implement of both long- and short-term policies, procedures and objectives. Perform the full range of supervisory duties with consideration and communication with Medical Center Director. Analyze health care issues, recommend strategy, and evaluate effectiveness of action plans. Plan, organize, coordinate, implement, direct, integrate, control and evaluate clinical, business, and administrative elements that impact the performance measures related to the domain of access. Develop and refine information for comprehensive reports, addressing such elements as cost analysis, work measurement, trend analysis, efficiency, effectiveness, productivity, and tangible benefits and to assess (in terms of degrees) the success or failure in attaining program operational goals/objectives. Prepare complete and fully documented studies for review of health care system committees and top management. Research problems that impact the quality and efficiency of patient care delivery and follows through as appropriate. Provide training and consultative services to all levels of health care system management regarding the requirements and implications of the systems redesign initiatives. Coordinate all local aspects of collaborative and training opportunities including network led initiatives and systems redesign teleconferences, and other national and network learning opportunities. Encourage participation of staff in problem solving activities by providing an environment conducive for innovation and creativity. Assist with designing work processes and systems that are responsive to customer needs and uses customer feedback to plan and improve services. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023. Individual Occupational Requirements, you must have one (1) of the following: a. Undergraduate or graduate education in hospital administration, public administration, or related field such as business or public administration with course work in health care administration. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR b. Specialized experience which includes Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: - Missions, organizations, programs, and requirements of health care delivery systems; - Regulations and standards of various regulatory and credentialing groups; and - Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Note: This experience must experience must be fully documented on your resume and must include job title, duties, beginning and ending date (month/year) of employment AND hours worked per week. OR c. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: - Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; - Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and - Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the Individual Occupational Requirement, You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: supervisory experience as an advisor and resource person for policy and working groups (e.g., Care line Leadership, strategic planning groups) to facilitate changes needed for established goals and objectives; providing direction and training to service chiefs, Administrative Officers and employees under the direction of the Chief of Staff on performance measures, management techniques, strategic planning and other related topics; explaining/training new or revised methods, procedures and organizational structures in a way they can be clearly visualized and understood by all concerned; knowledge as an administrator for all health care system activities related to system redesign, including but not limited to: Inpatient flow improvement, Business/Administrative processes, and Management processes; supervisory Improvement Coach or improvement coach in Process Improvement Service/Systems Redesign; skill and knowledge of health care system activities related to system redesign, including but not limited to: Inpatient flow improvement, Business/Administrative processes, and Management processes; performed data collection and analysis and uses knowledge of system redesign principles to determine organizational performance; provided advice to operating managers and supervisors on how redesign tools derived from basic performance improvement (PDSA), Advanced Clinic Access principles, operations management principles, general systems theory, the theory of constraints, queuing theory, Lean thinking and Six Sigma TM can assist in accomplishing Hospital, service and departmental missions and programmatic objectives; activations, special studies and projects, both as chairman/leader of the project or study group or as an active member. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
