You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Guns Division, Minor Caliber Guns Branch of NAVSURFWARCEN IH DIV.
The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. The full performance level is equivalent to the GS-11/12 level.
Duties
You will be responsible for duties related to cost estimation, funding, and expenditure tracking for the NAVSEA Minor Caliber guns In Service Engineering (ISEA) group and Alteration Installation Team (AIT) activities.
You will work with portfolios that include the MK38/M242 25mm, MK46 Gun Weapon Systems.
You will interpret financial policies and procedures and make business process recommendations for effective operations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
Qualifications
For the NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating contract proposals or procurement initiatives to ensure regulatory compliance in the delivery of products and services.
For the NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 (GS-5/8 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in the analysis of contracts to ensure adherence to product or service specifications.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the NT-4:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Possession of an LL.M. degree that is related to the position being filled.

For the NT-3:
Successful completion of a master's or equivalent graduate degree
