Duties
Specific duties include:
Provides advice and assistance to program senior leadership on the objectives, goals, effectiveness and efficiency of the MDEO Quality programs and operations.
Works closely with management and shares information to problem-solve for the benefit of all organizational elements; offers input from a different perspective and offers a diversity of opinion to ensure all applicable factors are considered.
Ensures sensitive employee and vendor performance data and operational information used to analyze program operations is kept confidential.
Responsible for MDEO quality program data integrity, data analysis, and reporting; records and tracks progress of workload and program reporting deliverables. Assists management with collecting, analyzing, and reporting employee performance data. Identifies and notifies management of actual or potential problem areas, trends, significant program accomplishments, merit and deficiency situations, areas of imbalance, or other factors that affect program operations.
Analyzes and evaluates, on a quantitative and qualitative basis, the quality and effectiveness of contract examinations in meeting established goals and objectives and prepares reports and other feedback designed to enable vendors to improve performance and the Veteran experience.
Undertakes research and studies program activities within MDEO Quality, to support the organization's business goals and objectives. Gathers relevant data, analyzes it critically, and makes recommendations for program improvement based on findings using available information resources such as data, contracts, internet tools, manuals, relationships with staffs outside Quality, and other reference material.
Coordinates and manages the random selection process to identify specific examinations for quality review, while ensuring the review of a statistically valid sample size of examinations, which meets contractual requirements and follows generally accepted statistical practices.
Responsible for the development, accuracy, and timely submission of monthly and quarterly vendor performance reports. Reports will be used to assess and report vendors' attainment of the Expected Standard of Performance and to apply and manage performance incentives (unsatisfactory or exceptional levels).
Recommends contract language modifications as necessary to ensure efficient and effective program management.
Prepares reports based on analysis, recommending appropriate corrective action under the guidance of management, while preparing correspondence, memoranda and other communications to ensure they conform to established regulations and policy and to evaluate the exam contract for possible precedent effect.
Prepares for and gives oral presentations to various audiences within MDEO, VBA and VHA senior management department level executives and outside agencies. The incumbent is responsible for regularly briefing the AD for Quality of activity, progress and areas of concern.
Serves as staff SharePoint administrator to support quality operations. Assists with the creation of libraries and lists, manages access and permissions, and assists management with site structure and content organization.
Serves as staff Salesforce and quality database administrator to support quality operations. Facilitates staff access requests.
Convene meetings and teleconferences to present projects, programs, and issues to higher VA management, formulate meeting agendas, coordinate the program and speakers, moderate the meeting, conduct presentations and introductions, and ensure that the information is presented in a concise, complete, and effective manner.
Handles assigned project requests at all levels, effectively balancing workload and prioritizing appropriately with limited direction. Works on several projects simultaneously and can plan and adjust work operations to meet changing or emergent needs with minimum sacrifice to quality or quantity of work.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/02/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-12 level) in the normal line of progression for the position. Specialized Experience is defined as experience in but not limited to: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; analyzing, identifying pertinent issues, and proposing solutions or courses of action based on proper judgment and sound knowledge; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; independently manage and prioritize multiple assignments concurrently and to execute delivery efficiently and effectively; effectively communicate in writing in order to prepare logical, clear and comprehensible reports, presentations, and correspondence; mastery of MS Office applications (Word, Excel, PowerPoint, etc.) and tools used to analyze, report, and visualize large data sets.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
