The primary purpose of the Program Specialist is to work within the Office of the Chief Section as part of an interdisciplinary team of facility planners, engineers, and other project managers. This position evaluates all demographic, actuarial and workload projections, coordinates all Health Care Planning Model and Strategic Capital Investment Planning (SCIP) activities and oversees OBVAMC facility master plan activities.

Duties

Major duties include: Incumbent initiates investigations and studies to develop planning and design criteria. Incumbent provides professional project management for construction or activation efforts Incumbent completes all Space and Equipment Planning Systems (SEPS) space programming activities, coordinates all health care systems master planning activities, complies with all environmental and cultural resource (NAPA and Section 106) requirements, maintains an electronic and hard copy repository for all salient documents including, but not limited to, historical documents, deeds, easements, and commercial leases. Responsible for preparing lease procurement packages, leading activation efforts, and participate as part of a Integrated Planning Team for leases. The incumbent must understand the needs of the clinic including the space types needed, durations of tasks within the clinic, availability of the providers, upcoming project impacts, and likely many other factors. The incumbent will develop and maintain a system that clearly communicates space assignments to all those that work in the respective spaces. The incumbent must be cognizant of and provide input into facility planning and programming activities including, but not limited to, Strategic Capital Investment Projects (SCIP) action plans and business cases as well as Incumbent provides input into all Space and Equipment Planning Systems (SEPS) space programming activities, master planning activities, leases, and clinic design. Incumbent formulates OBVAMC strategic and capital plan. Incumbent maintains and updates OBVAMC integrated master schedule. Incumbent prioritizes the allocation of millions of dollars in planning funds annually to support the formulation of future project. Incumbent prepares white papers, issue briefs, briefing reports, and special summaries of unique and sensitive issues related to clinical space usage and efficiency. Incumbent involves appropriate PENTAD leadership, service, and section chiefs, or other appropriate (internal and external) subject matter experts on all issues related to space usage and efficiency. Incumbent coordinates and accomplishes special projects independently using own expertise and all available sources. Incumbent briefs PENTAD leadership on the status of pending issues; maintains an ongoing account of issues requiring follow-up; ensures that action items are assigned appropriately and that timely responses are achieved. Incumbent submits all major construction, minor construction, non-recurring maintenance (NRM) project applications and completes all high tech/high-cost equipment applications. Technical advisor and subject matter expert for all facility planning and programming initiatives. Incumbent coordinates and manages numerous facilities planning and programming activities including, but not limited to, OBVAMC Health Care Planning Model (HCPM), OBVAMC Strategic Capital Investment Planning (SCIP) action plans and business cases. The position requires a strong analytical and technical understanding of engineering and architectural disciplines. Incumbent conducts a variety of special studies analyzing a wide variety of health care issues related to facility panning and programming activities. Projects are either self-directed or assigned by supervisor. Analyses will often require presentations (formal and informal) including narrative, graphic and visual mediums. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conduct a variety of special studies analyzing a wide variety of health care system issues related to clinical space usage and efficiency. Coordinate and accomplish special projects independently using own expertise and all available resources. Plan and coordinate all capital equipment using the building activation process. Formulate reports and presentation using oral and written communication. Apply foresight to visualize effect of recommended changes and exercise ingenuity and inventiveness in devising solutions to problems This position requires Level II Contracting Officer Representative (COR II) certification. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Incumbent will be conducting inspections and surveys of construction sites with a need for physical agility to access unfinished buildings and wear personal protective equipment (PPE). Incumbent must have the ability to work within an environment of conflicting deadlines and shifting priorities. Incumbent may be required to work evenings and weekends, as well as perform infrequent overnight travel to meetings and conferences.
