The primary purpose of this position is to Manage all functions as the Chief, Special Security Office (also referred to as SSO). This office is the single point of contact and office of primary responsibility (OPR) for all Sensitive Compartmented Information (SCI) and intelligence information security functions and information assurance actions. *** Salary ranges includes local market supplements ***

Duties

1. Performs Duties as a Special Security Officer. Serves as Chief, Special Security Office and responsible for overall management and implementation of the 412 TW Sensitive Compartmented Information (SCI) program. Provides 412 TW policy and ensures compliance in regards to SCI facility (SCIF) and Temporary Secure Working Area (TSWA) use and accreditation (physical security); 2. Provides Security Support to the 412 TW. Responsible for the review of, interpretation of and implementation of ICDs, DoD and USAF directives, regulations, policies and procedures pertaining to SCI management and personnel security requirements. 3. Provides Security Support SCI Management. Independently maintains and has full decision authority for all SCI security management actions within the 412 TW. The SSO investigates possible SCI security incidents and compromises, makes personnel security SCI access judgments, defines local SCI physical security requirements and ensure the proper protection of SCI information processed on information systems. 4. Provides Support to Security Core Service Missions. Responsible to provide guidance and assistance to the SCI Information System Security Manager (ISSM) in developing policies and procedures involving the protection of SCI information on automated information systems.

  • Position is designated Special-Sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • Incumbent may be subject to psychological screening/polygraph testing as an inherent primary requirement of their position.
  • Requires flexibility in spending extended time on-the-job on a real-world and/or exercise basis, both before/after normal duty hours and on weekends and holidays as required.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: I have the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Comprehensive knowledge of SCI security management disciplines and directives to include physical, personnel, information and AIS SCI security. Possess the ability , as subject matter expert, to understand and apply these disciplines in the development of policy and guidance applicable to a variety of programs. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. 2. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. 3. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. 4. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs. 5. Skill in planning, developing, implementing, and evaluating security program to meet mission requirements and improve the security program. 6. Ability to plan, organize work, and meet deadlines. CONDITIONS OF EMPLOYMENT CONT... 1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 2. Ability to establish rapport and work effectively with other (i.e., superiors, peers, and subordinates) is a must. Employee must have the ability to cultivate lasting professional relationships and understand the value of continuing these relationships as it relates to the overall intelligence mission and the needs of the unit's intelligence customers. 3. Department of Defense Security Fundamentals Professional Certification (SFPC), Security Asset Protection Professional Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
