The Customer Service Manager is assigned to the PAS and is responsible for full range of duties and responsibilities which encompass all customer service program in the Patient Administration Service (PAS) of the South Texas Health Care System (STVHCS). This is a new position within the organization which is needed due to the growth and complexity of VA Community Care and the number and scope of inquiries and customer service issues the Service receives.

Duties

Major Duties: Oversees the daily operations of the Patient Administration Service File Clerk staff to ensure that agency policies and priorities are being followed. Develops performance standards; and evaluates work performance of subordinates. Developing and updating service resources, answering suspense items, improving processes and outcomes. Plans and schedules ongoing production oriented work on a monthly, quarterly and annual basis, and directs assignments on a daily, weekly, monthly, quarterly, and annual basis. Adjusts staffing levels or work procedures within their organizational unit(s) to accommodate resource allocation decisions made at higher echelons. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assigns work to subordinates based on priorities, consideration of the difficulty of work and capabilities of employees. Knowledge of a health care delivery system organizational structure, management principles, practices, methods and techniques. Ability to identify problem and potential problem areas based on daily observance or studies. Ability to communicate effectively, both orally and in writing to conduct interviews, gather information, and brief the Service Chief; and, to prepare reports, presentations, and recommendations. Discusses unusual problems with the supervisor and keep the supervisor informed of progress. Adapting and modifying practices, policies and procedures. Determine effective procedures to improve efficiency, effectiveness, and timeliness of administrative processes and work operations. Work Schedule: Monday - Friday 7:30 - 4 or 8:00 - 4:30 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting reviews of files or records to access pertinent information to assist patients and staff; Screening incoming patients and telephone calls; operating computer systems and Microsoft applications with emphasis on the use of Microsoft Excel and Access to enter and/or extract information; applying federal laws, VA regulations and directives governing medical benefits for Veterans, health care system policies, procedures, and governance structure, medical terminology, services available, capabilities of clinics, and must be aware of updates and changes which affect Veteran benefits concerning all NVCC, Choice and Outside providers. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.
