This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business & Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a staff specialist charged with full technical responsibility for one or more command-wide civilian human resource program/project assignments. This position may be filled at either the NH-02 or NH-03 level.

Duties

Continually monitors and reviews assigned command-wide programs/areas and develops appropriate policies, procedures, guidance and regulations. Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of the command's mission requirements, equal employment opportunity objectives and the Federal merit system. Initiates special studies, pilot programs or other actions and follow-up to assure that the command maintains progressive personnel support. Anticipates problems that management may encounter and accomplishes preventive personnel management projects to best serve management's goals and mission. Develops ACC career planning policies, administrative processes and procedures.

Qualifications

Who May Apply: US Citizens and Military Spouses In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the NH-02 grade level you must possess the following: Specialized Experience: One year experience equivalent to the NH-01/GS-4 grade level or equivalent pay band in the Federal service that includes experience that demonstrates general knowledge of the practices, laws, regulations, policies associated with Civilian Recruitment/Placement and Classification within the Federal sector with an understanding of human resources management programs sufficient to provide basic advisory services to management on a variety of civilian human resources (HR) matters such as, recruitment and placement strategies, position management and classification; assisting senior HR Specialist with analyzing and resolving HR problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-01 or GS-4). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To qualify at the NH- 03 grade level you must possess the following: Specialized Experience: One year experience equivalent to the NH-02/GS-11 grade level or equivalent pay band in the Federal service that includes: 1) Applying Human Resource Management (HRM) principles, concepts and practices to create solutions to broad range of human resource challenges; 2) Collecting data from a variety of automated sources and analyzing and interpreting the results; 3) Supporting the development and implementation of human resources policies, strategies, and measures of effectiveness; and 4) Providing technical guidance on Federal Civilian human resources program operations and administration. This definition of specialized experience is typical of work performed at the next lower grade level/equivalent to the NH-02 or GS-11 grade level in the Federal Service.
