This vacancy is for a Management and Program Analyst (Direct Hire Authority) in the Bureau of Industry and Security within the Department of Commerce.

Duties

As a Management and Program Analyst (Direct Hire Authority), you will perform the following duties: Directs and develops plans for project teams or other groups in accomplishing/producing projects/studies. Prepares and implements internal operating procedures, special studies, responses to inspection, audits, and surveys. Provides technical expertise in review of requirements relating to workload which significantly impact on and contribute to the successful accomplishment of the OPEM goals. Independently performs as a troubleshooter, resolving unusually complex problems e.g., recommending solutions to problems or situations for which the cause is unknown or is conceptual in nature, requiring extensive research and analysis of facts or trends indicated by morale or production problems. Represents the Director at meetings and conferences with BIS staff or other DOC program offices. This Job Opportunity Announcement may be used to fill other Management and Program Analyst (Direct Hire Authority) GS-0343-13/14 Full Performance Level GS-14 positions within the Bureau of Industry and Security in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Experience participating in developing new policies and procedures; Completing analytical and evaluative assignments; and Utilizing electronic databases and developing reports and other documents for senior management use. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Analyzing an organization's procedures to improve efficiency and effectiveness; Leading projects for process improvements to strengthen compliance; and Ability to manage an office with multiple programs (e.g. Freedom of Information Act (FOIA), General Accountability Office/Office of the Inspector General (GAO/OIG), Privacy, Controlled Unclassified Information (CUI), Awards Programs, Telework, Wellness, etc.).
