About the Position: This position is with the Defense Health Agency National Capital Region Medical Directorate with the Fort Belvoir Community Hospital, Department of Family Medicine, providing administrative support within a directorate to include clinical business management, personnel, budget, administration, and logistics. This is a Direct Hire Solicitation

Duties

Ensure timely and accurate archiving of all documentation required of program(s). Monitor and assist in the preparation of the annual budget. Monitor and coordinate personnel matters, such as recruitment and placement actions, removal and suspension actions, Equal Employment Opportunity (EEO) complaints, denial of within grade actions, performance management, etc.). Identify problems with health care processes and recommend alternatives to improve processes, identifying and reporting any quality improvement issues. Monitor the Military Healthcare System (MHS) for trends, analysis, and comparisons, gather and interpret data, making recommendations to leadership on findings that may affect productivity, access and quality of service. Assist leadership in achieving clinic goals regarding access, volume, patient demand, patient safety, staffing and Graduate Medical Education (GME). Accumulate, develop, maintain, interpret, and analyze a variety of statistical and demographic data. Develop, accumulate and analyze a variety of statistical data reflecting effectiveness and efficiency, narrative explanations for variations indicated. Establish and maintain manpower database information for the Department including numbers of direct and indirect personnel, organizational locations, and availability for accomplishment of programmed workload. Manage data, design data elements and report forms. Supervise the daily administrative functioning and provides direct monitoring of employee's performance. Plan the overall work to be accomplished by employees, setting priorities and preparing schedules for work completion.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A favorable Tier 3 background investigation is required for all Non-Critical Sensitive (NCS) positions with access to network systems and Personally Identifiable Information (PII).
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which include: 1) Assisting in reviewing health care metrics using performance measurement tools such as, reports, Template Analysis Tool, Access to Care Summary Reports, etc., to recommend improvements and optimize health care programs and operations; 2) Accumulating, and/or analyzing a variety of statistical and demographic data, including charts, graphs, and/or reports data, such as operative case log reports, ambulatory data system reports, customer survey studies, etc.), using automated systems; 3) Assisting in the preparation of the annual budget, such as, reviewing and/or validating funds and expenditures, submitting travel vouchers, reviewing and providing input on allocations requiring rebudgeting; and 4) Assisting in developing or/and providing curriculum for education to individual and/or large groups, such as Family Medicine Education, using knowledge of established management principles and practices pertaining to personnel management, reorganization/realignment, organizational structure, staffing, manpower utilization and training issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration, Public Health Administration, Business or Public Administration with course work in Health Care Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
