The incumbent is a Social Worker Program Coordinator (DOM Chief) has clinical and administrative responsibility of daily operations of the Mental Health Residential Rehabilitation and Treatment Program (MHRRTP) throughout the North Florida/South Georgia Veterans Health System located in Jacksonville, FL.
Duties
The Social Worker Program Coordinator functions as the Domiciliary Chief. The Domiciliary is a 30-bed specialized Mental Health Residential Rehabilitation and Treatment Program (MHRRTP) that provides psychosocial treatment for Veterans with an emphasis on coordinated, integrated, rehabilitative and restorative medical and mental health care to Veterans whose care needs demand a 24/7 supervised environment. The Domiciliary is located off site away from the main VA Medical Center. The Social Worker Program Coordinator has administrative and clinical responsibility for the overall management of the program(s) and the 20 or more multidisciplinary staff who report directly to the Social Work Program Coordinator as well as coordination with Services whose staff are stationed at the Domiciliary outside of the supervisory chain but who's duties are the responsibility of the Domiciliary Chief.
Statement of Major Duties:
Responsible for developing, implementing and maintaining program policy and procedures for the treatment and coordination of Veterans that meet VA, Joint Commission, and CARF Standards.
Provides supervision to the multidisciplinary team of employees that staff the Domiciliary.
Performs the administrative and personnel management functions relative to staff supervised including establishment of guidelines and performance expectations, providing critical feedback and evaluation of employee work and performance, managing time and leave, and disciplinary action when needed.
Manages quality control and evaluation of services provided using appropriate data and outcome measures to ensure program goals are met.
Ensures coordination and collaboration with other services within the MHSL as well as VAMC and community agencies to ensure that program requirements are met and services are provided.
Responsible for program management including development of short an long range goals and plans development and implementation of policies and procedures to ensure goal attainment, management of administrative and programmatic resources, and outcomes monitoring using data-driven quality assurance processes.
Full responsibility for the oversight of the professional practice of mental health services within the clinical staff to ensure the provision of the highest quality services.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Grade Determination Requirements, Social Worker (Program Coordinator) GS-13: In addition to the basic requirements, this following are required for the GS-13 grade-level position:
Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as a supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.

Preferred Experience: Preferred experience with multiple evidence based therapies.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires extreme patience and controlling of emotions. The work may require using appropriate techniques to physically restrain patients who present a danger to self or others. The work may also require assisting physically disabled Veterans. Day-to-day work involves sitting, walking, standing and carrying light objects. The work is typically performed in a clinical setting that exposes the incumbent to the communicable diseases common to the homeless population. Much of the work is performed in a setting away from the office, where the environment cannot be controlled. The incumbent must be able to safely operate a government owned vehicle for the purpose of community work and to transport patients.
