Duties

As a MISSION ASSURANCE STRATEGIC VULNERABILITY ANALYST at the GS-0301-13/14 some of your typical work assignments may include: Serves as the strategic mission analyst Subject Matter Expert (SME) as it relates to the DoD Mission Assurance Program. The incumbent works with assessment team members to identify trends, assessment gaps, and vulnerabilities that create risk to DoD critical missions and assets. The data is collected, analyzed, correlated, and interpreted using quantitative and qualitative methods. The resulting analysis is presented to the department for the purpose of highlighting trends to senior leaders from a global perspective. Conducts comprehensive research projects on the DoD Mission Assurance Program, including assisting with programs evaluation studies and other administrative studies as assigned. The incumbent works with OSD, Joint Staff, Combatant Commands, Service and Agency Mission Assurance representatives to incorporate changes into the program. Provides information to Department Leadership for decision-making purposes, presents analysis and statistics in various internal and external forums. Participates and provides information to different committees to provide tendencies and established benchmarks regarding trends affecting the National Essential Functions, Department of Defense's Mission Essential Functions, as well as Defense Critical Missions. The incumbent is in charge of collecting, conceptualizing, analyzing, and interpreting strategic plans to assist DoD's resource planning, prioritization, and budgeting requirements. Responsible for studying current literature on research methodology, DoD Directives, DoD Instructions, Mission Assurance Benchmarks, National Industrial Standards, and Service Databases to help identify assessment concerns, and make appropriate recommendations for improvements in assessment data analysis practices to better support the Mission Assurance Program. Monitors short and long term DoD-level security gap trends and recommends strategies to target common trends. Work closely with Assessment Team Chiefs to provide current trend information and best practices identified to mitigate the effects. Compiles, updates, and manages all-program data from the Mission Assurance Risk Management System (MARMS) along with other DTRA Mission Assurance related data sources to produce the department of defense's annual reports. Retrieves and analyzes various data generated from Service and Legacy Mission Assurance Assessment Teams throughout Department of Defense to support the identification of trends impacting DoD. Serves as a group leader on assigned projects as they relate to defense critical infrastructure. Coordinates with relevant Mission Assurance representatives at OSD, Combatant Commands, Service and Agency Mission Assurance representatives to produce high fidelity mission assurance assessment reports in accordance with DoDI 3020.45. Conducts special projects and presents unbiased data based solely on trend and statistical information. Reviews and conducts in-depth data analyses of feasibility of potential applications and/or developments that could meet National Security objectives by mitigating threats including peacetime and crisis incidents such as fires, accidents, technological failures, natural disasters, sabotage, terrorism, civil unrest, conventional and information warfare, weapons of mass destruction, threats posed by hostile intelligence organizations, and potential damages caused by personnel insiders. Review, analyze and project trends in facility and infrastructure and National policy objectives associated with increasing Mission Assurance and Resiliency of DoD's Mission Essential Functions. When tasked, serve as mission assurance expert supporting DTRA related projects. Responsible for assisting the office chief analyze trends from Service and Legacy Mission Assurance Assessment Teams throughout Department of Defense in order recommend training activities to address the identified trends. Assists in providing assessment data analysis training to office personnel, DoD Service professional groups, and other agencies/individuals/groups visiting the department. Collaborate with OSD, Combatant Commands, Service and Agency Mission Assurance representatives to assist in the development of the Integrated Assessment Schedule supporting the DoD Mission Assurance community's assessment objectives by analyzing gaps in assessed locations supporting critical missions. Uses current threat and vulnerability data to recommend changes in periodicity of select assessments.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Demonstrated capability in conducting strategic analysis of DoD missions or strategic mission planning for federal service, military or private sector, and; Demonstrated capability in documented ability to analyze complex missions supporting federal service, military or private sector ending in a strategic plan. You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Documented experience conducting strategic analysis of DoD missions or strategic mission planning for federal service, military or private sector, and; Documented ability to analyze complex missions supporting federal service, military or private sector, and; Documented experience in conducting vulnerability assessments, and; Excellent written and oral communication skills and capable of performing simultaneous actions. Experience is clearly demonstrated in my resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
