As a Technical Resource Analyst in the Program/Project Integration Office (MB), you will serve as a Contracting Officer's Representative (COR), responsible for policies, procedures, schedules, resources, procurement, contract funding and oversight and management for large spaceflight contracts, to develop, build, and deliver hardware to human spaceflight programs. You may also perform project management duties to analyze/monitor/manage project systems, costs, schedules, and risks.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Lead and execute contract management activities for large contracts serving as either Contracting Officer’s Representative (COR) or Technical Representative. Monitor contractor performance and delivery of products and/or services under the contract.
Develop statements of work, define resource requirements, and projects cost and completion objectives. Develop policies/objectives; define evaluation and appraisal systems; participate in negotiations; evaluate contractor performance.
Evaluates space flight development contractor efforts and assesses progress in relation to schedule and resources. Reports progress, directs changes, resolves problems, ensures conformance to specifications, and assists where deficiencies are noted.
Perform multiple functions which may include: planning, design, test and evaluation, cost analyses, engineering analyses, program and project management, quality management for projects.
Conduct, lead, optimize and/or oversee Project Planning and Control (PP and C) functions such as resource management, scheduling, and risk management, including integration management using performance assessment and engineering products.
Provide programmatic guidance to core and matrixed project support personnel and engineers, contractors, and technical support staff assigned to space flight systems projects.
Prepare and present analyses and evaluations on programmatic milestones, schedules, risk assessment identification and mitigation, and budgetary resource planning and execution to management.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Performing design, development, test, evaluation, implementation and/or project management of aerospace/engineering systems and subsystems;
Leading a team or effort to coordinate, monitor, and analyze performance supporting a diverse and/or multi-dimensional organization, project, contract, or engineering activities;
Developing relationships and partnerships with internal and external stakeholders supporting the successful operation of a project or organization.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Providing project management on a multi-million dollar program/project, including the design, development, test, evaluation, and/or implementation of aerospace engineering systems and subsystems;
Providing technical/programmatic/engineering oversight for a multi-million dollar aerospace contract OR Providing Program/Project Manager oversight for a multi-million dollar aerospace program/project;
Developing relationships and partnerships with internal and external stakeholders supporting the successful operation of a multi-million dollar aerospace program/project.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
