This position is assigned to the Chief of Staff at the Hampton VA Medical Center. Incumbent functions as a key member of the Flow Depot Clinical Command Center (CCC) and serves as the Lead Medical Support Assistant (MSA)/Bed Control Specialist with acute, long term and domiciliary wards/units that require Bed Control support. The Lead MSA provides comprehensive, detailed, on-the-job training to new Bed Control MSAs.
Duties
Duties include, but are not limited to:
Will support coordination and responsibility for patient transfers or referrals from all clinical areas to include the emergency room, ambulatory clinics and inpatient wards.
Admitting, discharging, and discharging patients; receiving calls, performing data entry into VISTA and CPRS/GUI; coordinating daily activities Flow Depot CCC with the CCC Nurse Manager/Charge Nurse; making new patient appointments to support the acute inpatient Discharge Planner, performing office work such as document scanning, filing, faxing, copying and ordering supplies and forms.
Performs clerical/assistant work in support of Flow Depot CCC to include, but not limited to: naming/categorizing incoming electronic faxes, maintain transfer documents, updating Bed Management Solutions (BMS), sending bed availability reports via email, making anticipated discharge appointments when needed, and assists with making Domiciliary screening appointments when necessary (in absence of ward staff).
Ensures that if the patients have requested to opt out of the facility directory, this is noted in the chart and communicated to nursing staff when documented on the admission information form.
Functions as Timekeeper for the Flow Depot CCC, and may serve as backup Timekeeper as needed for other Timekeepers within the service.
Organize work, delegate tasks and set priorities in order to meet deadlines.
Responsible to communicate personnel assignments via email weekly to inpatient hospital medical and support staff.
Responsible for assisting with the development of materials and maintaining a current and comprehensive training program assigned to keep assigned employees informed of all changes in Bed Control policies and procedures.
Serves as a team leader for Medical Support Assistants setting the pace for high productivity and quality work.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education: (1) Experience - Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education.
English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: For Lead Medical Support Assistant, GS-7: One year of experience at or equivalent to the next lower grade level GS-6. In addition to the Basic Requirements defined above, the incumbent must demonstrate the following KSAs:
Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
Ability to provide staff development and training.
Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

The full performance level of this vacancy is GS-7.
