The incumbent serves as a Supervisory Medical Support Assistant in the Office of Community Care. This position plans, organizes, directs, coordinates, reviews and evaluates the work of subordinate supervisors and staff in accomplishing assigned Community Care programs, functions and activities. This position is responsible for the supervision of Lead Medical Support Assistants and Advanced Medical Support Assistants.
Duties
The incumbent is responsible for planning, organizing, directing and evaluating the activities of subordinate administrative and clerical staff. The Office of Community Care is comprised of many varied subsystems, representing several disciplines and functions. Duties include, but are not limited to the following:
Responsible for all administrative aspects to include evaluation, planning, implementation and direction of the Community Care program as directed by the Service Chief and Section Chief.
Provides guidance to the facility staff regarding the Community Care program pertaining to consultation processing, care delivery and results processing.
Interprets national regulations, policy, legislation, directives and polices relating to the Community Care program, patient eligibility and quality/risk managements within the VA to develop guidance for compliance.
Ensure and perform quality assurance for completed work of all subordinates.
Participates in monthly staff meetings with all assigned staff to maximize communication and flow of information between leadership and staff.
Must have a solid knowledge of multiple systems and current computer technology regarding CPRS, numerous VistA applications, Microsoft Office applications and all applications necessary to provide NonVA Care.
Must be able to receive and screen phone calls in a courteous and timely manner, determine the nature of requests and provide the information desired using privacy rules and established clinic processes.
Additional duties or tasks may be assigned by the Service Chief or Section Chief as needed to ensure efficient daily operations of the Office of Community Care.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education: (1) Experience - Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education.
English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: For Supervisory Medical Support Assistant, GS-8: One year of experience at or equivalent to the next lower grade level GS-7. In addition to the Basic Requirements defined above, the incumbent must demonstrate the following KSAs:
Ability to provide the full range of administrative and supervisory duties to at least on subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training in a patient support setting.
Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

The full performance level of this vacancy is GS-8.
Physical Requirements: The work is performed in an office setting that is adequately lighted and climate controlled. The work environment involves everyday risks or discomfort that requires normal safety precautions typical in an office setting and throughout the medical center.
