This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: About the Position: Serves as Program/Project Manager and Team Lead for the District's Military Program. Serves as Subject Matter Expert (SME) in providing technical expertise, guidance, and/or oversight for the district's most complex facility projects related to their expertise.
Duties
Responsible for technical functions of projects, which include studies, models, coordination, engineering preparation, oversight, review, documentation of designs associated with projects and/or sub-projects, and/or oversight of tasks.
Manages and directs the efficient and effective execution of all district military projects including project initiation, planning, scoping, design, construction acquisition, financial management, closeout, and progress reporting.
Functions as the District's primary point of contact and authority for all matters concerning the District’s Military Program.
Ensures that the organization’s strategic plan, mission, vision, and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products, and services.
Leads the team in identifying, distributing, and balancing workload/tasks among employees in accordance with established workflow, skill level, and/or occupational specialization.
Assures products are completed in accordance with U.S. Army Corps of Engineers (USACE) policies and guidance.
Serves as a principal advisor to the Branch Chief regarding all technical matters relating to area of expertise and military projects/program in the Army and IIS Support Section.
Requirements

- Must be able to obtain and maintain a valid state motor vehicle driver's license.
- TDY may be required up to 25% of the time.

Specialized Experience for GS-13: One year of specialized experience which includes: providing expert technical engineering guidance addressing complex issues in relation to multi-disciplined military projects; developing, implementing, and advising others on value engineering procedures; communicating with a broad range of customers, stakeholders, and contractors; leading team members; and developing budgets for programs and/or projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). This experience must be demonstrated within your resume.
