About the Position: As Chief of Engineering Management Branch, serves as the principal advisor to the Chief, Engineering Division on actions related to A/E contracting of military and civil works projects, ED operating budget, CADD and technology support, preparation of official government estimates. Through subordinate supervisors and/or team leaders, directs a staff of approximately 50 professional, technical and administrative employees.
Duties
Directs and provides A/E contracting of essential technical support for the design of numerous military, civil works, and other projects.
Leads the Building Information Models (BIM), GIS and surveying, Military master planning, ED filing and information management for projects.
Supervises four sections through four subordinate supervisors, within the Engineering Management branch.
Participates in planning conferences with supervisor and other branch chiefs for the purpose of discussing and planning work operations.
Promote workforce expertise and competencies through training, professional registration, and diversified experience for the future of the organization.
Exercises delegated managerial authority to set long-range work plans for the branch, to be accomplished by both in-house personnel and by contract.
Uses managerial authority within the branch to support the Chief of Engineering Division (functional chief) and the Project Managers in their roles and responsibilities, Program and Project Management.
Determines the best approach or solution for adjusting expenditures due to income shortfalls and plans for long-range staffing needs, including the need to contract out, based on projected workload.
Conduct personal discussions with staff to assure that performance of the branch is timely, productive and attains suitable quality.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires position registration as an engineer or architect.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require 10% travel from normal duty station.

Specialized Experience for Supervisory Interdisciplinary GS-14: I have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes, serving as the Chief of Engineering Management Branch and principal advisor on actions related to A/E contracting of military and civil works projects, ED operating budget, CADD and technology support, including Building Information Models (BIM) and GIS and surveying, Military master planning, ED filing and information management, preparation of official government estimates, Value Engineering/Value Management (VE/VM), and measuring for performance in relation to the Quality Operating System (QOS) of subordinate supervisors and/or team leaders, directs a staff of approximately 50 professional, technical and administrative employees.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
